3 Purpose To brief the Portfolio Committee on the status of DHA Modernisation and Smart ID Card Projects

4 Vision and mission Vision  A safe, secure South Africa where all of its people are proud of, and value, their identity and citizenship. Mission  The efficient determination and safeguarding of the identity and status of citizens and regulations of immigration to ensure security, promote development and fulfill our international obligations.

5 IS Mandate and Key objectives To provide a stable and secured technology-based Services to core branches of the Department (Civics and Immigration Management Services), corporate support services branches, external customers and stakeholders The above will be achieved through the following objectives: Design and implement IT solutions as per business requirements Enhancing systems for continuous improvement Improving operational efficiency and enhancing security of all systems Technology refresh and system capacity improvement Developing internal capacity and sourcing skills in which reliance on external service providers is minimised if not completely removed Process re-engineering and automation for core business Keeping abreast of latest technology for continuous improvement Contribute towards implementation of e-Government strategy

Key Projects (System Modernisation Program) DHA System Modernisation programme will achieve the following projects:  National Identification System with inherent Biometrics security features.  Replacement of National Population Register (NPR) and National Immigration Information System  To provide a single logical view of a person in the country  Live Capture functionality for Passport and ID  Automated front office enrolment system  Electronic Document Management System (EDMS)  Electronic workflow of new documents and digitisation of the current ones  Contact Centre Solution  Automate processes and systems for officials to resolve clients calls easily  e-Permitting/ e-Visa and Civics  Online/ web based application for citizens and foreign nationals  Trusted Travellers program for frequent users  Biometric system for the daily frequent travellers– pilot envisaged at Maseru Bridge 8

Key Projects (System Modernisation Program) cont  Electronic Movement Control System (eMCS)- including the new additional requirements  Electronic system for management of travellers at ports of entry (POE)  Currently implemented in 45 POE’s ( 14 envisaged to be implemented further)  Infrastructure upgrade to improve security and data integrity  Data lines/ bandwidth upgraded in 203 of 218 offices (total assessment of 400 offices) as of 12 October 2012  ID Smart Card to introduce a secure identification mechanism to combat identity fraud and restore citizens identity  Electronic Queue Management Systems  Electronic management of queues and management of productivity in front offices  Integrated Revenue Engine (IRE)  Revenue and cash payment system implemented in 100 offices  Executive Management System (Business Intelligence)  Automated system to provide executive managers with information for decision making process 9

Modernisation Program way forward Implementation of Definitive Agreement / Modernization contract Conclusion and signing of Subcontracting Agreement with key stakeholders Building of a Development test site for Live Capture – HANIS environment IT Infrastructure upgrade (data centers, bandwidth, environmental etc)- 203 office already upgraded in the last three months Design of the office layout for modeling Implementation of priority projects with Modernization program Change Management and training 10

Smart ID card Status Identification card with multiple wallet capabilities Contactless card with biometric security features  Microchip with embedded security features Estimated life span of more than 10 years  Made of multiple layers of polycarbonate materials Pilot card has been produced and demonstrated to cabinet on 25 April 2012 Key front to back-end integration points developed for piloting Printing Infrastructure tender issued by Government Printing Works (GPW)- Adjudication to be done in November month 11

Smart ID card and way forward Tender for blank card materials to be issued in November 2012 for personalization at GPW  Card specifications designed by team comprises of DHA, CSIR, SAPO, GPW and SSA Design and implementation of Live Capture in remaining offices as one of the priority projects Further consultation with key stakeholders for additional requirements, if any. 12
