State and District Compliance Issues: A Few Reminders A Compliance Verification Form should be in every special education folder. The form must be reviewed and updated in the fall of each year. –The form is designed to be used for three (3) years. –It is the responsibility of the case manager.

ESL Welcome Center Interpreters will assist the parent in obtaining required documents for registration and completion of: –MCPSS Enrollment Form Free and Reduced Lunch Form –Migrant Employment Survey Immunization Administer an English proficiency test to determine the student’s level of English proficiency/Determine eligibility for ESL services Assist the parent with obtaining bus transportation Analyze student transcripts from foreign countries to determine student placement /Explain graduation requirements Provide information highlighting MCPSS policies regarding student and parent responsibilities (attendance, discipline, safety) Assist parent in obtaining correct school uniforms and explain uniform requirements Provide school with all completed registration documents and recommendation for appropriate grade placement

1. ELL parents will receive directions to ESL Welcome Center at schools

2. At ESL Welcome Center ELLs will be tested and English level will be determined.

3. Interpreter will assist parents with registration documents

5. The ELL will come to school with registration documents completed, an identified English level, and recommendation for grade placement.

ESL Welcome Center *To prevent students from missing school while waiting to be processed, those who arrive during the first two weeks of school will be registered at the school site. The ESL Program will provide interpreters and ESL teachers to assist with registration and administer the English proficiency test at the school site.

Alternative Proof of Residence If the student does not have two documents to verify residence… …admit student temporarily (up to 30 calendar days) during which time the student must submit a sworn affidavit from a landlord certifying that the student’s parent or guardian resides in Mobile County. If the student cannot produce such a document, Student Services can issue a letter stating that they have determined that there is a valid reason for the lack of evidence (e.g. homelessness) and that the request for enrollment is reasonable. Student Support Services Principals’ Handbook (page 19)

Alternative to Birth Certificate If the student does not have a valid birth certificate… …a valid passport or some other acceptable document may be substituted. If no proof of age is available, the parent may request a 90-day birth certificate extension from Student Services.

Immunization Proof of Immunization The only acceptable proof of immunization is the State of Alabama Certificate of Immunization that is issued by the Alabama Department of Health. This can be obtained at the Mobile County Health Department. If the parent indicates that the immunization form was submitted to a prior school, the student should be admitted on a temporary basis, not to exceed 30 calendar days, pending receipt of the student’s records. This process should be monitored closely until the certificate is obtained.

Children may not be excluded from school because they do not have a social security number.
