Defining co-modality - Defined in a clear and short manner, in the 2006 mid-term review of the Transport White Paper of 2001 (pp. 4 and 21): Co-modality is the efficient use of different modes on their own and in combination - Smart combinations should be the result of the strength of each mode in a specific transport chain.

TEN-T policy challenges - Challenges: long completion deadlines, changing national priorities, lack of financing, insufficient coordination, fragmentation, identification of clear and consistent over time priorities. - TEN-T policy should not finance as many priority projects as possible for the member states. - TEN-T policy needs to be taken to a new level and to fully mainstream the EU transport policy objectives, including co-modality.

TEN-T policy review - The core network should focus on real European added value, which could not be carried out by national governments alone. - Projects under the core network need a real commitment from the EU legislator and binding targets.

Implementing co-modality to create European added value EU transport policy should be reflected in a revamped TEN-T policy, considering four criteria: 1.Transport is an economic and social need 2.Ensure the profitability of the transport system and make sure it allows for efficient and smooth economic activity 3.The freedom of choice of transport mode should be guaranteed 4.Transport integration should complete the single market and solidarity, proximity and ownership among EU citizens

Strong action to support co-modality The relevant targets of the EU environment and climate protection policies should be one of the criteria for planning infrastructure or designing flanking measures. Intelligent transport systems (ITS) should be supported and deployed for all modes. More TEN-T funding and more efficient use of it is required. A body could be established to better coordinate the deployment of funding.
