U.S. Department of the Interior U.S. Geological Survey USGS/EROS Emergency Operations Joint NASA/USDA Forest Service Wildfire Recovery Initiative Workshop November 2007 Presented By: G. R. Mah, SAIC Contract employee under U.S. Geological Survey contract 03CRCN0001

Overview and Agenda USGS/EROS Emergency Operations (EO) Project FY2007 Work  Data Population  System Development and Implementation Plans for FY2008 California Wildfires Response Activities

USGS/EROS EO Project Definition Support federal, state and local agencies by supplying priority geospatial information over domestic and international areas of interest (pre- and post-event) How ?  Promote USGS’ role in supporting Disaster Response activities  Provide training to the user community on USGS/EO capabilities  Organize and make USGS imagery and other geospatial data available on a priority basis  Develop methods for efficient data ingest, discovery, and delivery

EO Data Access and Distribution Web Mapping Service (WMS) Users  Users require viewing access to data, but do not necessarily need to possess the data  USGS/EROS EO data holdings are accessed through user’s GIS client  EO will service these users through the prototype Pixia system as well as Seamless service capabilities FTP or Download Users  Users require access to data and want a local full-resolution copy of data  Data will be delivered in compressed image tile form (ZIP)  EO will service these users through the Hazards Data Distribution Server (HDDS)

EO Technical Liaison Services Support FEMA executive agent  Provide coordination for scheduling, acquisition, processing, archiving, and dissemination of all emergency image acquisitions according per Standard Operating Procedure for USGS Response to Requests for Emergency Acquisition of Imagery (Pre-Scripted Mission Assignments)  Provide information as requested for DHS IRSCC operations  Provide information as requested for FEMA NRCC operations  Support FEMA Joint Field Office operations by providing on-site support by deploying subject matter experts as requested Provide support to local, state, and federal agencies by attending telecons, meetings, workshops, gathering input for system requirements, and other activities as required  Support the USGS State Liaisons with data needs Support the International Charter

Area-Of-Interest – All Data Combined

Pixia Web Mapping Service (WMS) Lightweight Data Access Via WMS  IQ Viewer  WMS Quick-Look Viewer and Interactive GIS Viewer in EO Portal  Direct WMS Access from GIS Client Pixia WMS Uses NUI File Format for Rapid Data Access and Larger Number of Concurrent Users  ~42 GetMaps per sec Measured Using Pixia WMS Test Tool with 30 Concurrent Users  Same Performance Serving NUIs from Either Direct-Attached SCSI RAIDs or from Storage Area Network (SAN) NUI Encoding  ~ GB/Hr for Single Job; ~ GB/Hr for Up to Four Concurrent Jobs End-to-End Throughput  1 GB/Hr Loading Data from USB Hard Drive to SAN  Process Time of ~5 Hours for 100 GB of Data from Ingest to WMS Availability, Longer for Larger Data Sets…

Hazards Data Distribution System (HDDS) Now Available from EO Portal  Quick Downloads  Advertise and disseminate the same holdings as Pixia to users that want full-resolution imagery downloads HDDS also holds imagery not suitable for WMS access  LIDAR, RADAR and other derived products such as DEMs and Landcover maps  Restricted and/or licensed data  Coverage for areas not currently included in Pixia, i.e. – International, Non-CONUS  Moderate and/or low-resolution data (non-aerial data sets) Added Capability to Search/Discover by Either Event/Disaster Response Data or Baseline/Pre-Event Plan to Implement Graphical Search/Discovery – Tiled Data Delivery System (TDDS)

Hazards Data Distribution System (HDDS)

EO Portal Provide comprehensive front-end to USGS/EROS EO project data and resources  Single point of entry for Emergency Response user community  Access to documentation as well as to data  Replace current HDDS “Welcome” screen Provide consolidated access to:  Pixia Viewer and WMS  HDDS via Tiled and direct FTP downloads  Seamless and other IADD services Provide EO specific information, i.e. – presentations, announcements, special projects Possibly distribute USGS “Hurricane Maps”
