GE Debt Measures  Final Rule published on June 13, 2011 –  Defines a gainful employment program to be one where a substantial number of the program’s students –  Are repaying their Title IV loans –  Repayment Rate  Meet minimum debt burden standard–  Debt to Earnings Ratio 4

Two Debt Measures  Repayment Rate –  A percentage of the Title IV loan amounts that a GE Program’s former students are repaying (weighted for loan balance)  Debt-to-Earnings Ratios –  For the GE Program’s completers, the educational loan annual repayment amount as a percentage of their earnings 5

Performance Requirement  A program must meet at least one of the three GE Debt Measures threshold to be eligible for Title IV participation  Repayment rate of at least 35%  Debt-to-Earnings rate of less than or equal to  12% of total earnings, or  30% of discretionary income 6

Informational Debt Measures  First year rates are informational only  For the 2011 Debt Measures Year  Released in 2012  2YP is FY 2007 and FY 2008  No Pre-Draft Rosters  No Draft Rates  No Challenges  No Sanctions 7

Loan Medians  Medians for Disclosures – NOT what was used for Debt Measures  Three Medians:  Title IV Loans  Private Loans  Institutional Financing  Most recently completed Award Year  Completers only 8

Rate Package Rate Package consists of:  Letters for each program  Debt Measures Letter  Loan Medians for Disclosures Letter  Backup file for each program  Loan Medians for Disclosures file  Repayment Rate file  Debt Measures file Rate Package distributed through SAIG Must sign up for Rate Package via Participation Management Website (FSAWebenroll.ed.gov) See Electronic Announcement #33 – ( 33.html) 33.html 11

Rate Letter Rate Letter is the formal notification of the calculated Gainful Employment Debt Measures from the Department  Electronic, easy to read summary  One rate letter per program  Delivered to the designated SAIG mailbox  Cannot be regenerated if not received via SAIG due to lack of sign up. Rate Letter Each letter addresses a specific program  One Loan Median Letter and One Rate Letter  One program equals two letters  20 programs equals 40 letters Program Name is the CIP Program Name CIP Code / Credential Level If no rate was calculated, no rate letter will be created 14

Backup Files Due to the amount of data considered for each calculation, one file per rate type for each program:  Assist in ease of data review  Allows the user to review the data for a specific program without having to separate the information for multiple programs If all data in a single file is preferred, this can be requested online. 15

Backup File Each backup file contains data utilized by the Department in the calculation of a specific type of metric Backup data for each metric will be contained in its own file  One program equals 3 backup files  Loan Medians for Disclosures, Debt-to- Earnings Ratios, Repayment Rate  20 programs equals 60 backup files 16

Missed Sign Up Opportunity If you haven’t signed up before rates were distributed:  Didn’t receive Rate Package  Get rates online  Request back up files online  Letters can’t be recreated after the initial distribution via SAIG 17

Backup File Organization All data considered at any step in the calculation has been grouped together into common groups or types within the file.  All student records are together, all loan records are together, etc. These groups are called Record Types Regulations call for specifically outlined conditions to be considered for the inclusion or the exclusion of data for each metric. 20
