Barcelona Provincial Council is a 2nd level Local Government whose mission is to promote the progress and welfare of citizens, acting in the territory and in (technical and economic) cooperation with municipalities. Budget 2010: 700 M

According to the Committee of the Regions White Paper on Multilevel Governance (2009) is a "coordinated action by EU Member States and regional and local authorities, which is based on partnership, intended to develop and implement European Union policies". The 'Barcelonas Agenda' reflects the conclusions of the European Summit of Local Governments held in Barcelona on February 2010 and aims to provide local solutions to global problems, promoting social cohesion, economic and territorial, and enhance "multilevel governance". The climate change Climate change is probably the main challenge of the century. Involve effects on the ecological system and also affect human development, unevenly. We need a long-term strategy with global objectives and timetable. All levels of government (national, regional, and local) have to establish policies of mitigation and adaptation to climate change.

The role of cities and local governments Cities are responsible, direct or indirectly, of more than 50% of GHG emissions from the use of energy related to human activities. Cities and towns are work spaces suitable to tackle climate change and to go towards sustainability with the support and help of citizens. The Covenant of Mayors is an ambitious response from the local governments in fields which are responsibility and competence of them. The model of Barcelona Provincial Council is an example on how to help to the implementation of 20/20/20 objectives. The first Supporting Structure.

Results 130 municipalities out of 311 of the Province signing the Covenant of Mayors. 4.9 million inhabitants, almost 90% of the population of the Province. 73 SEAPs - energy plans - submitted to the CoM. Supporting Structure (ELENA program) & financing for energy investments (EIB, 500 M). Importance of collaboration between local govern- ments, provincial government, other governments, investors and instruments of financing possibilities.

Agreement European Investment Bank (EIB) – Barcelona Provincial Council - PV: 3,000 jobs in installation and maintenance - EE: 2,000 jobs Creation of permanent jobs Social targets - PV: 350 M - EE: 150 M Financing of projects by 500 M Economic targets - Photovoltaic (PV): 87.5 MW in 1,500,000 m 2 roof - Energy efficiency (EE): 200 MW To reduce GHG emissions by 200,000 tn CO 2 /year Environmental targets

Advantages of the model of the Barcelona Provincial Council To create economies of scale. e.g. Less cost sharing maintenance fo equipment and teams. Better prices for large purchases of PV equipment. To act as an unique intermediary between municipalities and banks. e.g. To obtain better financial conditions. To share tools. e.g. The same model of contract. To share experiences. e.g. To learn from other previous cases. To generate positive synergies. e.g. Large projects can generate much more public awareness and impact. To act as a lobby. e.g. To influence over future legislations.
