FINANCIAL MANAGEMENT AND BUDGET Grégory Cavallo CERN – EU Projects Financial Management 1 ICE-DIP Kick-off meeting –

Overview Duration: 4 years -Start date: 1st February End date: 31st January 2017 Total contribution: ,00 EUR European Industrial Doctorates (EID): only two participants are needed: one academic participant (CERN) and one participant from the private sector (INTEL). However, one of the conditions is that the researcher will have to be enrolled in a doctoral programme of the academic participant. The researcher will also spend at least 50 % of his/her time within the private sector. Early-Stage researchers: - 5 researchers months 2 ICE-DIP Kick-off meeting –

Cost Categories 3 GPF budget ICE-DIP Kick-off meeting –

Cost Categories The EC contribution is distributed in 5 categories of costs: –Living allowance –Mobility allowance –Contribution to the research/training transfer of knowledge programme expenses –Management activities, including Audit Certificate (CERN only) –Contribution to overheads Reference document is the Work Programme ICE-DIP Kick-off meeting –

Col.1 & 2: Monthly Living and Mobility Allowance 5 Gross salary paid directly to the researchers Determined at recruitment date - will not change during the contract life Correction factor of the host organization will apply on both monthly living and mobility allowance (See Work Programme 2012) This allowance is the minimum value paid (mandatory !) ICE-DIP Kick-off meeting – CERN only

Monthly living allowance (col. 1) Monthly mobility allowance (col. 2) No family  base rate: 700 € / month Family  base rate: 1000 € / month Consortium’s budget  Average used on official budget: 850 € 6 Col.1 & 2: Monthly Living and Mobility Allowance ICE-DIP Kick-off meeting – CERN only

 Fixed contribution: 1200 EUR per researcher-month What for? Participation of eligible researchers to training activities Research costs, organization of conferences, conference attendance etc. Co-ordination between participants including network meetings, including travel of researchers’ supervisors. Keep in mind that auditors will request the evidence that the activities supported by this fixed contribution have actually taken place (beneficiaries only). 7 Col.3: Contribution to the research/training transfer of knowledge programme expenses ICE-DIP Kick-off meeting –

The costs of the Associated Partners can be reimbursed through invoices to the beneficiaries. The cost of the invoice paid by the beneficiaries is then covered by the EU contribution under the cost category relevant for the activity/ies carried out by the Associated Partner (col.3). Associated partner will invoice CERN as a normal supplier. CERN shall create a proper order, as any other purchase. In case Intel has to support costs, a transfer of budget would be done from CERN to Intel. Intel shall not invoice CERN (beneficiaries cannot invoice each other), but simply declare the costs to the coordinator. 8 Col.3: Contribution to the research/training transfer of knowledge programme expenses ICE-DIP Kick-off meeting –

Col.4 & 5: Management activities and overheads Management activities (col. 4) –Maximum 10% of total Contribution –Real costs (not a flat rate) –Used to cover costs for managing the project (coordinator) Overheads (col. 5) –10% of the direct eligible costs (except subcontracting) 9 ICE-DIP Kick-off meeting –

Financial reporting to EC When ? –1 st reporting period: February 2013 – January 2015 –2 nd reporting period: February 2015 – January 2017  CERN will submit the cost statement to the EC  Intel will submit a cost statement at 0€ to the EC (to be confirmed) 10 ICE-DIP Kick-off meeting –
