Deputy Secretary of Defense Policy for Communication with Industry Mr. William J. Lynn’s June 2010 Policy: The Department’s Policy is for Representatives at All Levels of the Department to have Frequent, Fair , Even, and Transparent Dialogue with the Commercial Base on Matters of Mutual Interest, as Appropriate, in a Manner which Protects Sensitive Information, Operation, Sources, Methods, and Technologies. “All Methods of Communication, Unless Statutorily Prohibited, are Permitted.” Background: On June 21st, 2010 DEPSECDEF Lynn issued the Policy for Communication with Industry, in which he directed early, frequent and clear communication between all levels of the DoD and potential suppliers. This communication is directed to be fair and transparent in order to allow suppliers to make informed investment decisions. JPEO-CBD complies with this policy, and has multiple methods of communication with a diverse variety of businesses. All of these methods are consistent with statutory guidance and protect sensitive information, operations, sources, methods and technologies.   Businesses are afforded the opportunity for meetings with the JPEO and JPMs upon request. The JPEO, Deputy and JPMs are available to discuss the interests and concerns of industry in-person at the JPEO-CBD offices and at industry facilities when schedules permit. The JPEO-CBD initiated and co-chairs the Chemical and Biological Acquisition Initiatives Forum (CBDAIF). This group of government and industry senior leaders is dedicated to promoting the exchange of ideas to improve acquisition processes and the capabilities industry provides. The JPEO-CBD updates industry quarterly on DoD initiatives and policies through briefings and discussions, and gauges industry interest and response through reports by industry sector representatives from large, medium and small businesses. The meetings are open to all interested parties and minutes and reference materials from the meetings are posted on the National Defense Industrial Association website. The JPEO-CBD sponsors and encourages industry participation in the Advanced Program Briefing for Industry (APBI). The APBI is the key event to keep industry and government partners informed of changing acquisition requirements and future business opportunities. The individual Joint Project Managers also host APBI events to inform industry about opportunities specific to their individual portfolios. APBIs include briefings on program funding and on the procurement and research interests of the component organizations in the CBD program. The APBIs also offer businesses an opportunity to meet one-on-one with program and project managers. The JPEO-CBD provides a public website accessible to industry with comprehensive and current descriptions of our programs and business opportunities. The site offers a method for submitting electronic inquiries which receive quick responses. We also publish a popular on-line and hard copy quarterly magazine with program information and acquisition transformation interest articles. The JPEO-CBD participates with industry in numerous national and international technical conferences, trade and public service shows, and industry forums where our speakers reinforce the strategic messages of the DoD in their presentations and discussions and bring back the concerns and suggestions of industry.
