Proposed changes to charges for social care services Public Consultation December 2010

Benefits One of the changes to our charges would mean that we will help people to get all the benefits that they should be getting. Some people may be able to get benefits that they do not know about or do not know how to get them.

Benefits Janine Allen Welfare Rights Service –Helps people get all the benefits they should be getting –Home visits –Help filling out forms

Benefits The benefits we are talking about today are: Attendance Allowance Disability Living Allowance Severe Disability Premium Carers Allowance Carers Premium

Headlines When we work out what to charge people we have to make sure that we leave people with enough money to pay for any disability related needs This is called disability related expenditure

Headlines We also need to make sure that we leave people enough money to live on The national government decides how much this is This is called the minimum income guarantee

Headlines We will help everyone to get all the benefits they should be getting You will pay the same for your care even if you need more care in the future

Headlines Continued Care homes –If your savings and any property you own add up to more than £23,250 you have to pay all the care home charges yourself –This only leaves people with a small amount of money each week –We want to help people to stay in their own homes

Outline Proposal We are proposing to charge people for day care and home care based on the benefits they receive Why ? – The current system is not fair –Current charges are too wide ranging – Delays in service users knowing how much to pay

Benefits based model Fairness – Everyone on disability benefits pays something This is related to disability benefits This also fits better with personalisation
