Background 1 Streamlining Copyright

The Hargreaves Review In November 2010 Professor Ian Hargreaves begins an independent review into how the intellectual property framework supports growth and innovation. In May 2010, the review reports to government. 10 recommendations made including the creation of a Digital Copyright Exchange (DCE). November 2011 Government appoints Richard Hooper to lead a feasibility study on developing a DCE for the UK. Streamlining Copyright

DCE Feasibility Study Phase 1: December 2011 – March 2012 – Focus on identifying the problem – Report published 27 March 2012 Concludes relative to rest in world UK copyright licensing processes compare well BUT there is much to do. Streamlining Copyright

DCE Feasibility Study contd Issues identified include: – complexity of process and organisations; – difficulty in finding out who owns what rights to what content; – poor quality data and a lack of common standards leading to issues with accurately paying creators; – difficulty and expense in licensing content for high volume/low value transactions 6 Streamlining Copyright 2013

The Recommendations Phase 2: – Report published 31 July 2012 Recommendations – Create a one stop shop for licences for schools – Improve data quality and use of international identifiers – Simplify music licensing – Build a Copyright Hub Streamlining Copyright

Main problems/obstacles in the market place 2 Streamlining Copyright

Main problems identified Difficulty in identifying who owns what rights to what content in which countries Not enough focus in the market on the high volume of low monetary value transactions – the long tail of users Cost and hassle of licensing content for this market could be higher than its value to the overall work 9 Streamlining Copyright 2013

The Copyright Hub an industry led and industry-funded Copyright Hub will help maximise the potential for creators and rights owners on the supply side and the wide range of licensees and users on the demand side Richard Hooper, July 2012 Streamlining Copyright

Objectives A place to find out more about copyright A place that encourages the registering of rights to copyrighted works, permissions granted and licences issued A place where rights and potential rights users can get licences - easily Voluntary, opt-in, not for profit, industry-led Will not compete with DCEs already in existence and will encourage more Streamlining Copyright

Underlying principles A portal to connect potential users with rightsholders and rights information. Hub is for copyright and related rights traded digitally for any content or media type Hub will facilitate interoperability among Registry and Exchange services and across different sectors. Hub will support all legitimate business models for content use 13 Streamlining Copyright 2013

Development approach Phase 1: Connecting to the Hub Pilot - navigation/signposting and copyright education 12 organisations with capability to proceed Going live summer 2013 Phase 2: Integration phase – facility to conduct federated search (across different databases) Other organisations join the Hub Phase 3: marketplace for buying and selling rights Phase 4: to be decided Streamlining Copyright
