Section 1.1 You Are Part of the System (The Highway Transportation System HTS) – People – commonly called roadway users – Vehicles – wide range of vehicles – Roadways – wide variety of roads (rural/urban) Regulating the HTS Drivers are the most important Licenses are granted for permission to use the system Many federal, state, and local agencies help regulate the HTS.

1.2 Your Driving Task Driving Task includes all the social, physical and mental skills required to drive. Social Skills – interacting with other roadway users Physical Skills – Habits become natural with practice Mental Skills – Decision Making requires safe/low risk driving

1.2 Your Driving Task – The IPDE Process Identify important information in the ongoing driving scene. Predict when and where possible points of conflict will develop. Decide when, where, and how to communicate, adjust speed, and/or change position to avoid conflict. Execute the right actions to prevent conflicts. Smith System and Zone Control System are two examples of systems that apply the IPDE process for effective, low-risk driving.

1.3 Your Driving Responsibility Driving is a privilege – Not a Right! You must obey all traffic laws and be responsible Respect the privilege and don’t take for granted the power you posses to ruin someone's life. Your ATTITUDE will be the most important! Collisions occur when a vehicle conflicts with and hits another object. It is not an accident unless it happens by chance!

1.3 Your Driving Responsibilities Over the years our records have improved. This is due to the improvements in highway safety system involving engineering. Causes of Collisions:  Following too closely  Driving too fast for conditions  Not wearing seat belts  Driving after drug use  Driving while tired #1 Cause of death for teenagers years old!!

1.4 Your Driver’s License Understand everyone wants you to be a safe driver! Lack of experience is the most common reason for teenagers who made mistakes. Graduated Driver Licensing: Learner’s Permit Phase Intermediate License Phase Full-Privilege Licese Phase

Illinois’ Graduated Driver Licensing Information Permit Phase Age 15 Parental or guardian consent required to obtain an instruction permit. Curfew is Sunday through Thursday, 11 p.m.; Friday and Saturday, 12:01 a.m. Must be enrolled in an approved driver education course and must pass vision and knowledge tests All occupants under age 19 must wear safety belts Number of passengers limited to one in the front seat and the number of seat belts in the back seat Practice driving 50 hours, including 10 hours of night driving, supervised by parent or an adult age 21 or order with a valid driver's license (must be completed before you get your license) Permit must be held for a minimum of three months Permit is valid for up to two years. Sanctions Conviction of a serious moving violation results in a six-month waiting period applying for a driver's license Limit of one court supervision for serious offenses Not eligible for a restricted or judicial driving permit Anyone caught driving without a permit will be ineligible to obtain a driver's license until age 18

Illinois’ Graduated Driver Licensing Information Initial Licensing Phase Age Curfew is Sunday through Thursday, 11 p.m.; Friday and Saturday 12:01 a.m. (curfew applies only to 16 year olds; local curfews may differ) Must have completed a state-approved driver education course All occupants under age 19 must wear safety belts For the first six months of licensing, or until the driver is age 18, whichever occurs first, the number of passengers is limited to one person under age 20, unless the additional passenger is a sibling, step-sibling, child or step-child of the driver. After this period, the number of passengers is limited to one in the front seat and the number of safety belts in the back seat Parental or guardian consent is required to obtain a license; a parent must verify that a minimum of 50 hours of practice driving, including 10 hours of night driving, has been completed Sanctions Limit one court supervision for serious offenses Conviction of any moving violation before age 18 generates a Secretary of State warning letter to the parent and the teenager Conviction of two moving violations in a 24-month period results in a minimum one- month license suspension. Suspension length is determined by the seriousness of the offenses and the driver's prior driving history Suspended drivers required to attend a remedial education course may be retested and pay a $70 reinstatement fee

New Illinois Law SB 172 SB172 Contains the following 9 Provisions Effective January 1, 2008 Triples the permit phase from 3 to 9 months. Changes the nighttime driving restriction from 11 p.m. to 10 p.m. on weekdays and from midnight to 11 p.m. on weekends. Also extends the nighttime restriction to include 17 year-olds. Allows exemptions for work and school-sanctioned activities. Doubles the period – from 6 to 12 months – that restricts a new driver to a maximum of one unrelated teen passenger. Allows an exemption for siblings. Implements a true GDL system that requires new drivers to earn their way from one stage to the next. Requires drivers under age 18 who are ticketed for traffic violations to appear before a judge with a parent or guardian to receive court supervision. Requires the attendance of traffic school as a requisite for court supervision for drivers under age 21. Allows for ticketing passengers age 15 to 20 that violate the passenger restriction law. Establishes a stricter law in which the driver’s licenses of those under age 21 would be suspended for each additional conviction following a driver’s initial suspension for two moving violations in a 24-month period. Establishes tough, new penalties that include license revocation and vehicle impoundment for drivers involved in street racing. Effective July 1, 2008 Requires student drivers to complete a minimum of 6 hours of actual, on-the-street driving with a certified driver education instructor.
