2 What started this idea ? Mayor’s Task Force on Recycling (2003) Dallas was behind other cities in recycling Few in Dallas even knew about the recycling blue bag program Aim to drastically improve residential recycling
3 Goals set by Task Force Double participation in recycling households from 25% to 50% Quadruple recycled tons From 10,000 tons to 43,600 tons each year Increase average household recycling amounts from 6 to 30 lbs per month
4 Task Force Proposal Use Big Blue roll cart Single-stream recyclables Implement Once-Weekly service Provide broad educational outreach
5 Where We Are Today – Part 1 Introduced “Big Blue” in January 2007 Too Good To Throw Away with blue cart delivered on request Collection on every-other-week schedule Four small pilot areas with Once-Weekly schedule Continue to use blue bags, for those who want Dallas triples its recycling tonnage in these first three years ! Residents now know about the program
6 Where We Are Today – Part 2 Residents began asking for weekly collection They find they have less garbage, more recyclables Convenience of single-stream and large cart Anxious for reduced cost of service Council approves Phase1 of OneDay Dallas 23,000 households in far north Dallas Started March 2008 One cart for recycling, one cart for garbage Collected on SAME one day of the week
7 Is Phase 1 working … ? Big jump in recycling More Big Blue carts distributed – 44% increase More people recycling more items average household increased from 28 to 51 pounds per household Participation up to 60% Positive reception from residents s and calls supporting the change Experienced a jump in “missed service” calls for the first 5 weeks; then back down
8 What are the next phases ? Phase 1, 2, and 3 are delineated Start dates are 2008, 2009, and 2010 Phase to be set by Council when: Education program shows effects Recycling reaches 20 lbs per household per month Community expresses interest in proceeding

10 How Will Phase 2 Work …. ? Start date: February 2, 2009 Revise ALL garbage and collection routes Notify residents in four different ways: Community meetings – like this one Letter in mail – announcing your new OneDAY Cart hanger – also stating your new OneDAY Auto calling – leaves you a message
