REGIONAL ENERGY MARKET IN SOUTH EAST EUROPE (REM) GRID CODE 3 rd Athens Forum October 24&25 Philippe RUSSE (EDF) Christian LAUNAY (EDF) Nicolas KATCHAROV (EDF-BEC)

EDF Project: Setting up a Grid Code for all REM participants

French Government REM GRID CODE European Commission DG Tren EDF

Study Goals Common REM Grid Code Redaction Adaptations of existing National Grid Code (if any) to the REM Grid Code for each entity

Project Cost 754 k for the project team, 33 mm, 10 mm on site

What is a GRID CODE ? A set of technical rules: Deal with investment, maintenance and operation, Define the breakdown of responsibilities, Guarantee equity for customers and a quality level for services. The regulator validates these rules. REM GRID CODE

Relations in an integrated system The technical rules between Generation, Customers and other national companies exist but are implicit. The breakdown of responsibility are not clearly defined The information flows are not clarified The participants are limited and technicians. REM GRID CODE

Relations in a non integrated system Increase of participants in the system: Traders, Independent Producers, whose responsibilities have to be clearly defined, Equity forces transparency Increase of information flows and system complexity Thus, necessity of explicit rules. REM GRID CODE

Interest of a common GRID CODE To Guarantee a quality standard level for services in the whole area To Clarify the responsibilities between REM participants To Redefine the information flows To Guarantee equity for the whole area To Insure fluidity for the Trans-border exchanges To Guarantee homogeneous investments for the whole area REM GRID CODE

METHODOLOGY Propose a common REM Grid Code, compliant with UCTE rules and EU recommendations Taking into account national specificities in order to propose a national REM Grid Code Two workshops to present electricity market examples and exchange experiences REM GRID CODE
