Investments in energy efficiency and renewable energy: synergies between the Covenant of Mayors and ERDF Iris Flacco Abruzzo Region - Italy Involvement of the Region in implementing energy efficiency measures

2 Abruzzo Region is located in the centre of Italy and is made up by 4 provinces: Chieti, LAquila, Pescara and Teramo. Each province territory is divided into municipalities: Provinces n. 4 Municipalities – total in Abruzzo n. 305: 104 in Chieti province 46 in Pescara province 47 in Teramo province 108 in LAquila province Citizens in the region: n

3 On 4° of May 2010 in Brussels the Abruzzo Region signed as supporting strucure the accession to the Covenant of Mayors with the European Commission. Chieti province joined as first the Covenant as supporting structure in 25/09/09 together with all its 104 municipalites during the Climate Change European Conference in Huelva. It has been followed by Teramo and Pescara provinces. LAquila one will join in March 23th. Therefore the action taken by the provinces will led to the accession of all the 305 municipalities of Abruzzo Region.

4 The Regional Council on 10° of May 2010 adopted a Memorandum of Understanding with the Provinces to regulate the supporting action to municipalities in the preparation of the SEAPs (sustainable energy action plans) and implementing activities to reduce energy consumption and develop renewable energy. The "governance" of the Memorandum of Understanding is assigned to a Control Room containing Region, Provinces and ANCI (Italian Association of Regional Municipalities). Regione Abruzzo also gave regional funds ( euro) to Provinces to the start up of the activity and in particular for the BEI (balance emission inventory). This money have been transferred to the provinces to support the municipalities.

6 The Control room set the criteria for: - the BEI and the monitoring activities (One of the main tasks has been to involve local operator ) - SEAPs preparation The Control Room has also agreed the allocation of resources and the reshaping of the Regional Operational Programme (ORP / ERDF 2007/ Energy Axis II). The whole objectives are: - to support municiplaties in the SEAPs - to involve citizen - to disseminate all activities - to make buildings energetically efficient (at least 1 building in each municipality and other provincial ones. The Schools and, if any, City Hall buildings are identified as priorities for action )

7 ORP/EDRF - Axis II Energy (Reshaping - 29 Dicembre 2010) ,00 -II.1.1 Activities: Promotion of energy production from renewable sources: 4,000,000. Public Actuators - 4 Provincies: Resources available 4,000, activities II1.1 will deal with renewable energy sources projects in urban areas, lead by Provinces; -II.1.2 Activities - Promotion of energy saving systems: 28,000, Public Actuators: Municipalties: Resources available , Provincies: Resources available activities II1.2 intervention, lead both by Municipalities and Provinces, are aimed at improving the energy efficiency of production, distribution, control and to reduce emission of CO2; -II.1.3 Activities - Activities for the promotion of renewable sources and energy conservation and supporto to the development of SEAPs: 3,239,821, 00 Public Actuators - 4 Provincies, Region and ANCI: Resources available 3,239, activities II1.3 is focused to disseminate energy sustainability culture and provide technical support to municipalities by Provinces and ANCI.

8 All interventions must be included in the Municipal Sustainable Energy Action Plans (SEAP) The types of intervention of 1.2 to be admitted to funding are aimed at improving the energy efficiency of production, distribution, control, emission reduction: - plants efficiency; - replacement of plants; - installation of photovoltaic systems (co-financing with the guarantee of at least 40% of the total production); - boiler replacement; - installation of temperature regulators on radiators; - replacement of lighting fixtures; - replacement of windows and glass; - construction of masonry insulation; - masonry works functional on energy efficiency improvement, for an amount not exceeding 25% funded intervention. Activities II Promotion of energy saving systems The funds will be trasferred to the Municipalites and to the Provinces as follows: - 20%: in May 2001 to support energy audit in the selected buildings and the refurbishment projects aimed at the energy effinciency improvement. - 40%: (November 2011 work in progress) after the submission of financial statement - 30%: (November 2012 work in progress) after the submission of financial statement - 10%: end of works after the submission of financial statement (Sept 2013)

9 Some numbers: -104 Municipalities in the Province of Chieti ( citizens): 30 SEAPs ready, 74 in progress -47 Municipalities in the Province of Teramo ( citizens): 15 SEAPs done, 32 in progress -108 Municipalities in the Province of LAquila ( citizens): 108 SEAPs in progress -46 Municipalities in the Province of Pescara ( citizens): 46 SEAPs in progress # # # CONTROL ROOM is going to define Standard Procedures to explain funds transfer methodologies and interventions typologies admitted.

10 Abruzzo Region will apply the ELENA EU program in the beginning of March 2012 as the energy audits and refusrbishment projcets for the buildings will be available ( Septemebr 2011). In order to facilitate the mobilization of funds for investment in sustainable energy at local level, the European Commission and Bank for European Investment (BEI) have created, from 2010, the technical assistance facility - ELENA. ELENA is an assistence facility that aims to support local and regional governments in promoting investment programs in the field of energy efficiency and renewable energy sources and achieve the objectives of the strategy of the European Union Moreover…..
