Closing remarks Prof. Antonio Golini E-Frame Final conference Amsterdam, 11th February 2014

About e-Frame A project with 19 partners and a large number of other participants in conferences and workshops In this conference: 200 participants from 29 countries A way to bring the results from Eurostat Sponsorship report outside the world of official statistics Not been a research project, analyze were we are now and in which direction we do have to move now: – Stocktaking – Convergence – Roadmap – Map for policy use We expect 4 more months of work in which all the documents will be finalized 2

About the conference results It is not possible to summarize the results of 15 parallel sessions and 7 plenary sessions, but: 1.Need for a convergence among different actors: If the “Beyond GDP” movement has to represent a paradigm shift it has to happen at all societal level. 2.Overcome the Euro-centic approach and pay much more attention to the dynamics (demographic, social and environmental) of the rest of the world. 3.Engage stakeholders at an early stage to grant legitimacy to progress measures: including “hard to reach” groups, media and overcoming institutional silos. 3

About the conference results 4.Some more research and investments are certainly needed for the production of better measures. Measures: e.g. Resource efficiency; human capital in monetary terms; absolute poverty Methodologies: drill-in to the local level; take into account international relationships and globalization (WIOD); macro models including social variables (how to assess social sustainability?); set quality standards for non-official statistics. 5. Timeliness. Much has been done, the ESS agenda is leading to improvements, but remains space for improvement. 4

About the conference results 5.Set well-being at the center of the political agenda (Well-being is not a spin-off of GDP growth) A number of “Beyond GDP” indicators are gathering momentum in the political debate. OECD is showing us a number of different experiences where policy-integrated frameworks are used to monitor political results under the well-being perspective. They have to: Try to inform political debate Provide a framework for policy design Support policy analysis 5

6. Communication: new technologies can help; involving media is necessary; training (academic and data journalism). The job of official statisticians does not finishes with data production. 7. A new narrative: terminological clarity so to deal with complexity the answers to our (difficult) times can only arrive from the pursuit of objective, and also subjective, well-being, equity and sustainability. 6 About the conference results
