Presentation transcript:

 Setting the Stage: College and Career Readiness  Data Trends  Funding Trends  Federal Legislation  Perkins Reauthorization  Resources

 Focus on jobs  Global competition  Tight fiscal conditions  Evidence of success  Common core state standards implementation and assessment  Increased visibility for CTE

 College Board  Opportunity Nation  U.S. Chamber of Commerce  Center on Education Policy  Civic Enterprises  PARCC and Smarter Balanced  Scaling up Pathways to Prosperity  Multiple federal career pathways projects  Career Readiness Partner Council

A career-ready person effectively navigates pathways that connect education and employment to achieve a fulfilling, financially-secure and successful career.

 Focus on data and accountability remains strong  A great deal of focus on measuring credential attainment  Data to aid consumers, ensure accountability for federal funds, and improve programs  Interest in reducing data burden; but at same time providing more information  “Balance the need for accountability with the burden of federal requirements”

 Originally struck down because thresholds for loan repayment were arbitrary  Later rulings say information collection is in violation of 2008 law banning student unit record system  Policy now in limbo  Department of Education to launch negotiated rule-making session in fall to revisit

 Student Right to Know Before You Go Act  Individual-level integrated postsecondary education data system  Unique identifier  Require states to match information from unemployment insurance databases with individual student data and publish the results to show earnings by program at each institution

 Include the diversity of students and workers and the range of education and labor market outcomes that comprise our nation’s human capital strategy  ACTE & NASDCTEc two of seven founding partners  Official launch slated for fall

 Secondary School Course Classification System: School Codes for the Exchange of Data (SCED) ◦ Recent project to update CTE courses and reorganize by Clusters ◦ ACTE Coordinated over 150 volunteers to review course titles and descriptions ◦ Information has been submitted to NCES for review  Common Education Data Standards ◦ Version 3 released in January with new CTE elements ◦ Version 4 under construction  Breakout Session: Thursday, 9:45-10:45, Salon 3

 Pilot effort to replicate data sharing between industry certification bodies and states  CompTIA and NAM work underway  Six states participating in first round  Second round applications being accepted  Breakout Session: Wednesday, 3:30-4:30, Salon 3

 Sequestration is the formal term for mandatory cuts to federal programs.  The Budget Control Act of 2011 – August 2011 ◦ Raised debt ceiling ◦ Created “supercommittee’  The American Taxpayer Relief Act of 2012 – January 2013 ◦ Postponed sequestration start to March

 Start of sequestration – March 1, 2013  5.2% across the board cuts  Cuts to USDE - $2.478 billion  Impact of sequestration for Perkins to begin July 1, 2013 – loss of $59 million  Sequestration to go through 2021

 Why aren’t all states see the same % cut? ◦ Minimal allocation- Section 111(a)(3)(A)  Impacts 5 states and DC  Ensures no state receives less than ½ of 1% ◦ Hold harmless provision - Section 111(a)(5)  Impact 29 states and Puerto Rico, VI  Establishes a floor for funding at FY98 levels ◦ States not effected by minimal allocation or hold harmless have funding allocations ratably reduced

 Restore all education programs to pre- sequestration levels  Restores Perkins funding to FY12 levels ($1.1billion)  Assumes Blueprint for Perkins reauthorization  $300 million for HS Redesign competitive grant  $42 million for dual enrollment evaluation and competitive grant

 Further complicating matters…  FY14 budget tables assume enactment of the USDE Blueprint for Perkins and $100 million innovation fund taken off the top  t/statetables/14stbyprogram.pdf

 Workforce Investment Act (2003)  Elementary and Secondary Education Act (2007)  Institute for Education Sciences (2009)  Individuals with Disabilities Education Act (2012)  Higher Education Act (2013)  Carl D. Perkins Career and Technical Education Act (2013)

 House ◦ Action has been very partisan ◦ SKILLS Act passed the House on March 15  Senate ◦ Sen. Murray (D-WA) and Isakson (R-GA) working on a bi-partisan bill ◦ Starting point is previous Congress draft  Opportunities for CTE ◦ Common performance measures ◦ Focus on credentials ◦ Easing access to training

 House ◦ Hope to release legislation in the next two months; planning on comprehensive bill  Senate ◦ Chairman Harkin has promised bill by summer— bi-partisan or otherwise  Opportunities for CTE -Academic/CTE integration -Focus on career readiness -Career guidance and counseling -Teacher recruitment, retention and effectiveness

 Congress starting to hold hearings and collect input  No legislation introduced  Student aid issues major focus  Opportunities for CTE: ◦ Pell grant changes ◦ Teacher education

 Veterans’ education benefits in online programs at area CTE centers  Child nutrition competitive food regulations  America COMPETES Act/NSF reauthorizations  America Works Act  CAREER Act

1. Redefine the Federal Role in CTE 2. Target Expenditures 3. Define Program Quality Elements 4. Ensure Relevant and Consistent Data 5. Offer Incentives for Innovation 6. Provide the Infrastructure to Support the System

Started with a “fresh sheet of paper” and re- imagine the federal role for CTE Organized by our vision principles: Global Competitiveness Partnerships Preparation for Education and Careers Programs of Study Research and Accountability Plus – state leadership and governance Perspective very much align with ACTE positions
