Italys experience: the starting point The art.37.6b provision was enthusiastically welcomed: Many Regions entered an explicite reference to it within their Regional Operation Programmes (ROP) Other Regions were interested in its application also if their ROP did not mention it

Italys experience: the state of the art Only one Region is implementing this measure (Tuscany) Other Regions are on the way, but with difficulties (Veneto, Sicily) Most of the Regions did not make any effort to implement it

Reasons of difficulties The implementation of programming showed strong initial delays: to avoid n+2 more complex measures are likely to be postponed or abandoned The economic crisis pressed for the use of funds on measures more directly influencing recovery The implementation was never tested: rules were unclear

Reasons for difficulties Both the Commission and the Regions did not play their role adequately the Commission did not provide sufficient support in order to guide the Regions, and solve implementing difficulties The Regions had no clear and concrete expectations. The scope and rationale were not robust enough: real integration in the regional programme strategy was not evident Interregional cooperation was sometimes confused with other forms of cooperation (ETC, cooperation for development of third countries, etc)

Art 37.6b versus ETC A sort of competition between European Territorial Cooperation and Art.37.6b appeared This is not justified: each type of cooperation has its scope and added value, both are useful, and can be implemented Art. 37.6b is a form of direct cooperation that allows a Region to focus on its specific needs and targets. It is not a matter of general networking and exchange of good practices European Territorial Cooperation is for structuring networks: exchange of experience is the ultimate goal

A provision to be continued The art.37.6b has a great potential It promotes innovation in regional programming It helps regions to widen their horizon and better structure their strategy within a European context

Needed improvements To continue Art.37.6b and exploit fully its potential it is necessary that: The provision is explained in the Regulations more clearly The Commission accompanies the Regions in their efforts, by providing better technical support The Regions need to place adequately this type of cooperation within their strategies, clarifying why, how and for what concrete results interregional cooperation actions are needed
