HLF4 KNOWLEDGE AND INNOVATION SPACE Background: As part of its commitments to Aid Effectiveness, the European Commission in 2008 began reforming its approach to Technical Cooperation and reducing the use of parallel Project Implementation Units to support Capacity Development more effectively. Implementation of the Aid Effectiveness Principles Provision of quality TC that supports country-led programmes focused on sustainable results Provision of support through partner- owned Project Implementation Arrangements How is the EC improving effectiveness and sustainability of development assistance?

HLF4 KNOWLEDGE AND INNOVATION SPACE Objectives Change the mindset of EC development practitioners Change internal practices in order to incorporate the Paris Declaration and Accra Agenda for Action principles Supporting Capacity Development is the exit strategy out of traditional aid dependency Innovation Setting up of capacity4dev.eu, a knowledge sharing platform promoting Capacity Development Systematic mainstreaming of the Aid Effectiveness principles into the EC project cycle.

HLF4 KNOWLEDGE AND INNOVATION SPACE Results - TC programmes and projects of unsatisfactory quality are being filtered out and revised. - By 2010, 2 out of 3 EC programmes were in line with TC/CD quality criteria and 97% of EC programmes contributed, or have the potential to contribute, to Capacity Development. - Active and regular exchange of information between EU staff and stakeholders is being promoted through capacity4dev.eu Applicability EC programmes in line with TC/CD quality criteria The European Commission's reform is a telling and relevant example of how a major international donor has translated the Paris Declaration and Accra Agenda for Action principles of ownership, results orientation and reduction of parallel PIUs into a quality assurance system.
