Corrections In-Custody Support

David was born and raised in Orlando and graduated from Oak Ridge High School. He was originally hired by Orange County as a Control Desk Monitor, now called Detention Service Officer. David A. Bynum - 20 Years David was promoted to Correctional Officer in He has worked at the Main Facility, Horizon, Genesis and the Female Detention Center. He is currently assigned to the Juvenile Assessment Center.

David Bynum – 20 Years In 2000, David received the Outstanding Service Award for helping prevent an inmate suicide. David became a Field/Jail Training Officer in 2001 and has trained over 10 Correctional Officers. In 2002, he received the Distinguished Service and Teamwork Award for thwarting an escape from the Horizon Facility. In 2005, he received the Teamwork Award for assisting Inmate Records. David is married to Phyllis. In his spare time, David enjoys anything about Science Fiction and comic books. *

Corrections Community Corrections

Steve was born and raised in Orlando. He graduated from Oviedo High School and the University of Central Florida with a BA in Criminal Justice and a Master’s in Public Administration. Stephen L. Pieper - 30 Years Steve was initially hired as a college intern with Court Alternatives and joined Probation Office in 1978.

Steve Pieper – 30 Years Steve was promoted to Unit Supervisor in He served as Alternative Community Services Supervisor and has supervised Release, Pretrial Diversion and Home Confinement sections. He co-authored “Using Day Reporting Centers as An Alternative to Jail”. Steve has worked in Court Alternative/Community Corrections his entire career. He is married to Marla and they have two children: Staff Sergeant Joel, 27, who’s with the 82 nd Combat Aviation Brigade; and Jill, 24, who attends Seminole Community College. In his spare time, Steve enjoys cooking, reading, genealogy and playing with his grandson. *

Fire Rescue Operations

Dan was born in Oak Park, IL and graduated from Bishop Verot High School. He moved to Orlando in Daniel J. Quillinan - 25 Years Dan was hired as a recruit with Fire Rescue in He has served as an Instructor for CPR/First Aid and Emergency Vehicle Operations Course and has assisted fellow firefighters with the Incumbent Physical Ability Test.

Dan Quillinan – 25 Years Dan has earned numerous citations and letter of appreciation during his years of dedicated service. He assisted with the Hurricane Andrew recovery efforts. Dan has been married to Michelle for 22 years and raised 4 children: Nick, who passed away last year, Patricia, 21, Jessica,19 and Terrance, 18. Dan’s hobbies include: riding his motorcycle, traveling, doing puzzles and fixing up his 1970 Camaro. Most of all, Dan enjoys playing with his 3 grandchildren. *

Albert was born in Orlando, but grew up in New York City. He moved back to Orlando in He attended the Fire Academy as a Reserve Firefighter and Valencia Community College. Albert L. Bailey III - 25 Years At 16, Albert started working as a copy boy with the Associated Press in Rockefeller Center. He served in the US Army as a Combat Medic.

Albert Bailey - 25 Years Albert joined Orange County in 1983 and became a certified Paramedic in He was one of the first certified paramedic preceptors. Albert has worked on some the busiest rescue units in Orange County: Rescue 30, Rescue 42. He recently retired while assigned to Station 29 in Rock Springs. Albert is married to Michelle and they enjoy outdoor activities together and music. They have one son: Benjamin, 6, and one daughter: Brooklyn – who will be 5 on April 22. Albert and Michelle recently launched a small business in Nashville and they’ll relocate there as soon as the local housing market improves. *

Jerome was born and raised in Orlando and graduated from Evans High School. Jerome Walker Jr. 30 Years He started his career with the Killarney Fire Department in 1977 with the CETA Program. After 8 months, he was hired to work with the Pine Hills Fire Control District. Jerome has been promoted to Engineer, Lieutenant and Battalion Chief. He is now the Assistant Chief of Operations on “A” Shift.

Jerome Walker – 30 Years Jerome was the first Orange County Fire Rescue Employee to graduate from the Executive Development Institute at Florida A&M University. He has been married to Charlotte, who also works for Orange County in Purchasing and Contracts, for 32 years and 10 months. As far as hobbies and outside interests are concerned, Charlotte says that she’s Jerome’s hobby! *

Fire Rescue Department Office

Joe was born in Annapolis, MD. His father was a graduate student stationed there at the time. He graduated from Hun School in Princeton, NJ, and served two years in the US Navy. Joseph H. Barbaro - 20 Years Joe graduated from Columbia Technical Institute in Washington D.C. He worked for 12 years as a draftsman in all phases of construction and spent 20 years as Plans Examiner for the District of Columbia.

Joe Barbaro – 20 Years Joe joined Orange County in 1988 as Chief of Plans Coordination in the Building Department. He transferred to the Fire Rescue Department as a Fire Protection Specialist. He is now in the Office of the Fire Marshal. Joe’s been instrumental in helping to devise the procedures for systems permitting and plans review. He is married to Millicent and they have four children: Joseph Jr., Viki, Charles and Kay. They have two grandsons, and one in the “hangar.” Joe’s hobbies include: golf, furniture refinishing and watching sports, mainly golf and football. *

Public Works Roads and Drainage

Charles was born in New York City and moved to Central Florida in He served in the US Army for 3 years, including a stint in Vietnam. He has attended several trade schools, including: Electrical, Plumbing and Upholstery. Charles Figueroa - 20 Years Charles was hired in 1988 as a Maintenance Person I in Public Works. After six months he was promoted to Equipment Operator 3 and in 1993 to Foreman.

Charles Figueroa – 20 Years Charles attended the Orange County Leadership Seminar at Rollins College and numerous FEMA trainings. He has been married to Rachel for 37 years and they have 2 sons: Charles and Gabriel; 2 twin grandsons: Julius and Benjamin; and one granddaughter: Charlize. Charles enjoys playing chess, swimming and attending Magic games. He volunteered with his church group during the Hurricane Andrew recovery. *

Wayne was born and raised in Winter Park, and graduated from Apopka Memorial High. Ronald Wayne Walls 35 Years He came to work for Orange County in 1973 as a Motor Vehicle Operator I at the Apopka Maintenance Facility for Roads and Drainage. He has been promoted to MVO II, Equipment Operator III and IV.

Ronald Walls – 35 Years Wayne has operated various types of equipment, including: Front end loaders, dump trucks and road graders. He has also worked as a backup Foreman. Wayne worked for 25 years at the Apopka Maintenance Facility before transferring to the John Young Maintenance Facility. He has one son: Ryan. In his spare time, Wayne enjoys fishing. *

Utilities Water

Carol was born in Attleboro, MA, and moved to Central Florida in She graduated from Attleboro High School and she’s taken courses at Valencia Community College, UCF and Rollins College. Carol Barrett - 30 Years Carol is a graduate of both the Orange County Citizen’s Academy and the Fire Academy. She was originally hired in 1978 to work at the Sewer and Payroll Department in a little house in Pine Hills. Carol was instrumental in the Laboratory obtaining certification and she wrote the first Standard Operating Procedures Manual.

Carol Barrett – 30 Years She has been recognized as the Division and Department Employee of the Month. Carol is a Notary Public and in that capacity, she’s even presided over a few weddings. She has assisted as a coordinator for several programs including: United Way, Take Your Children to Work Day, American Heart Association for Cypress Isle, Leave Bank, Blood Bank, Wellness Program. Carol is a member of the Woodbury Presbyterian Church and assists with the Summer Bible School. She is a founding member of the Florida Corvette Club and participates in the Winter Park Christmas, Waterford Lakes Make-A-Wish Christmas and St. Patrick’s Day Parades. In her spare time, Carol enjoys spending time with her family, gardening, cooking and traveling. *
