TVET working group contributions

What are the possible options for obtaining decent living and working conditions without joining the informal economy? Support the development of incentives (e.g. legal, policy and market based) Enhance capacities of local systems / structures (e.g. community groups) to support development of informal economy Support recognition of skills required in the informal work Support access to skill learning opportunities, innovative and tailored education and training, special training approach targeting special needs groups Support access to credit, information & promote financial literacy for youth Develop close collaboration with employers – ensuring the business case for the intervention Support interventions aiming at improving working conditions of informal workers: –Safe working environment –Appropriate tools and equipment –Good working environment

How could the multiplier effects of the project be increased? Capacity building of relevant stakeholders within the education system Develop a good understanding of the sector and upon it plan / design specific interventions, strategies, methodologies, etc Ensuring that proposed interventions are market driven and address market needs Identify and work with actors within the sector who are agents of change Ensuring a good documentation of lessons learned & ensuring synergies among different programmes at country level (e.g. building up actions based on other projects outputs) Using participatory approaches in designing interventions Linking short term interventions to in-country long term development initiatives Mainstreaming innovations through policy type interventions Innovations are good but be careful to not reinvent the wheel!

Which are the lessons learned and the implications for the EC for future calls for proposals Ambitious targets of beneficiaries with very limited budgets and time frame (interventions 5 – 7 years) TVET interventions should consider as well strategies to enhance other sector components (enabling environment) Interventions should be market driven and addressing sector needs Which criteria is used to evaluate if an innovative approach is successful? How EC could link successful pilot innovations with scaling-up opportunities?

Identify project management constraints and best practices which can be shared in order to improve the project intended results Encourage the revision of the logical framework considering that from the moment the proposal was accepted to the moment the fund is granted almost a year passes From the moment the contract is sign to the moment the implementation starts time (maybe 3 months) is required for establishing programme structures (e.g. signature of contracts with partners can take really long time). EC Delegation could support in seeking the approval of the project from the government, dissemination, visibility of the action, etc Consider the possibility of providing resources for conducting an impact assessment of the beneficiaries after the Action finishes Best practices Combine the development of soft skills and technical skills in order to improve productivity Acknowledgement of prior learning and use of educational techniques for adults Encourage the development of an M&E framework based on the approved log-frame
