B ASIC GOALS  Increase Top Line Revenue  Prioritize Expenditures to Provide Maximum Value and Service  Make Efficiency Improvements to Enhance Bottom Line 5

ATTITUDE  Our Goals are Not Unique as Most Areas are Experiencing Similar Issues  I’ve Been to Many Political Functions and the Topic is Often the Same Issues We are Facing  One of the Reasons Middlefield Village is Unique is We have Energy, Impatience (Which is Often a Virtue) and Aggressive Attitudes  We All Feel Middlefield has a Lot to Offer and Tremendous Potential  Our Actions Must be Proactive to Achieve Any Measure of Success 6

P LAN OF ATTACK FOR IMPROVING REVENUES  Create Economic Development Committee  Develop Business Plan for Village  Tell Our Story to Multiple Local and Regional Media Outlets  Formulate and Support a Marketing Plan for the Village  Create Dynamic and Current Village Website  Reach Out to Existing Businesses and Pledge Support and Guarantee a Partnership Attitude  Active in the Pursuit to Fill Empty Buildings – Meeting with Owners and Maintaining Constant Communication  Create Financial Incentives for Single Family Home Development  Establish Village Revolving Loan Fund  We are Pleased to Report All Elements of this Plan have been Implemented 7

P LAN OF ATTACK FOR ENHANCING BOTTOM LINE  Authorize an Internal Operations Audit to Streamline Village Processes  Review of All Compensation  Review Policies that Impact Benefit Package to Include:  Sick Leave  Vacation*  Comp Time*  Overtime  Implement Programs to Insure Timely Collection of All Utility and Tax Revenues  Install Discipline to Insure Prior Approval of PO’s and Departmental Budgets Were Followed  Installed New Phone System in Police Department and Village Hall to Make Employees More Accessible and Efficient  Goal Through the Entire Process was to Maintain Service to Tax Payers and Treat Employees Fairly  We are Pleased to Report with the Exception of Vacation and Comp Time All Elements of this Plan have been Implemented 8

S UCCESSES  With Cooperation of Schools, Township, County and Village Officials We are Able to Geographically Grow our Village by 11% and Provide Immediate Additional Village Income Tax and Annexation of Existing Strip Center  Industrial Expansion Slated by Local Employer for Construction this Year Providing Additional Employment and Tax Revenue  Empty Building Filled by Ace Hardware  2 New Commercial Buildings Being Constructed This Year on West Side of Village  Implemented Neat Streets Program that Helped Improve the Aesthetics of All Neighborhoods  Annual Operational Savings of $250,000  All Utility Users on Plan that Insures they Remain Financially Current  Improved Community Events 11

F UTURE  Continue to Research Opportunities to Set Ourselves Apart and Communicate with the World  Middlefield Village Promotional Video  Regional Storm Water Plan  Improved Entrances to Village  Update Comprehensive Plan  Continue to Network & Promote  Creation of Industrial Business Forum to Insure Needs are Heard and Addressed  Work with County to Investigate Airport Potential  Creating Value Added Programs to Residents, Businesses and Schools  Community Gardens  Continuously Improve Village Website  We Have a Winning Attitude 12
