GNP-CT Valência Treaty EGTC Reg (EC) Nº 1082/2006 EGTC Reg (EC) Nº 1082/2006 GNP-EGTC creation Convention Executive Board 3 Galicia – Norte Portugal European Grouping for Territorial Cooperation CoR Dictamen Reg (EC) 1082/2006 CoR Opinion (2008) – Mercedes Bresso -EGTC is an independent, fully legal entity with a legal personality. -EGTC is a body governed by public law, and financed, for the most part, by the State, regional or local authorities. -Members participating in an EGTC come from at least 2 Member States. -Third Countries or potential members should in principle be given the possibility to participate in an EGTC. -EGTC’s work is subject of State control. - EGTC must have at least one assembly and a director. -Regulation should be properly coordinated in order to avoid incompatibilities or obstacles between EU and States legal framework. -Envolvement of third countries in EGTC’s implementation. -Improve EGTC operability; European Comission and Member States’ responsability. -Define infringement procedures towards Member States wich have not yet fullfilled their obligations, to adopt implementing measures. -Economic-financial community support to the cration and sustainability of EGTCs 2010

GNP-EGTC Propositions 13 Galicia – Norte Portugal European Grouping for Territorial Cooperation Employment, tax and health status clarification of the cross-border workers. Initial financial support from the Community, to establish new EGTC, especially in peripheral regions. Center in EGTC’s financial responsibility for the management of cross border cooperation and territorial projects, involving the promoter regions. Explore the possibility of participation of private entities in cooperation with the EGTC. Clarify the type of direct financial support to the EGTCs, the Community authorities will be willing to grant, to-day management of these institutions. Implementation of EU legislation on the creation, hiring and managing of the EGTC staff. Facilitation and coordination of the regions with state institutions which take their liability portfolios, defined in terms of central governance.
