Low-Medium Density Residential Exception - Linksview Within the Low-Medium Density Designation located on the Linksview lands: the uses permitted shall be limited to limited to single-detached dwellings, semi-detached dwellings, and townhouse dwellings; and, the subject lands shall generally have a minimum density of 15 dwelling units per gross hectare and a maximum density of 25 units per gross hectare. High Density Residential Permitted Uses The primary permitted residential uses shall be limited to apartment buildings and student dormitories. Density The high density designation shall have a minimum density of 55 dwelling units per gross hectare and a maximum density of 120 units per gross hectare. Local Convenience Uses within High Density Residential Buildings Within high density apartment buildings, accessory service-oriented commercial uses such as a convenience store, barbershop, beauty salon, dry-cleaning distribution outlet, shall be permitted provided that the commercial uses do not occupy an area in excess of 25% of the ground-floor area of the building.

EP R3-XX R4-XX /CS REC Residential Third Density Exception (R3- XX) to permit singles, semis, and townhouses; Residential Fourth Density (R4-XX) to permit apartments; Residential Fourth Density Exception/Community Service (R4-XX/CS) to permit the school or apartments; Recreation (REC) to permit the parks and buffer block; Environmental Protection (EP) to recognize Taylor Creek and the adjacent woodlot, as well as the stormwater management pond.

Development Committee Meeting: April 2, 2015 A summary of all comments received in the form of a technical report is available; generally no additional information or changes have been brought forward since that time with the exception of the following: Nottawasaga Valley Conservation Authority – The Environmental Protection Block has been revised to be consistent with the Environmental Impact Study and accordingly is no longer a concern. Key Concerns to be addressed with applications: - road and trail connectivity; - emergency access; - serving capacity and infrastructure; - high ground water; - growth plan conformity – greenfield density targets; - planning and servicing considerations for the broader area - design and function of stormwater management, including ‘naturalized’ pond; - urban design (including parkland, architectural guidelines and active transportation); and, - golf spray mitigation

4 written submissions received to date: Shelley Wells, Plan Wells Associates (July 10, 2015) on behalf of Ontario Inc. (Owners of the Draft Approved Mair Mills Villages Plan of Subdivision) – generally supportive of proposal subject to inclusion of appropriate conditions of draft plan approval which reflect local context and other existing draft approved plans in area. Bill Green, GSP Group (July 16, 2015) on behalf of Todco Investments Inc. – Object to proposal on basis it does not conform to Provincial County and Town policies – lands are not needed to accommodate 2031 population allocation and there may be impacts on adjacent natural heritage and heritage resources. Sean Kelly, Blue Mountain Golf and Country Club (July 17, 2015) – generally supportive given understanding between Linksview and Blue Mountain Golf and Country Club on golf spray mitigation issues and the expectation of a formal agreement between the two parties in this regard. The Collingwood & District Slo-Pitch League (July 20, 2015) – requesting that the required Linksview parkland dedication is obtained as a 4 hectare block adjacent to the Town’s Fisher Field park.
