OPEN DAYS Brussels October Developing Strategies for Youth Employment TRANSFORMING LOCAL POLICIES - learning from Youth Policy Projects Robert Arnkil, lead expert for My Generation Urbact II project

From target groups to co-creators We need to move away from treating people astarget groups and a source of problems > to having them as genuine partners and co- creators of solutions

Tapping Into Informal Learning A New Ecology of Learning in needed, where informal – life based skills and formal learning are connected – and transformed

From lecturing and planning to a new ecology of engagement To have co-creation we need to transform our way of engagement. We need to use all forms of action, not only text and speech, but also movement, sound, music, informal skills – creating learning spaces using all the senses

Transforming Outreach Transforming Education Transforming connection to employment From disengagement....via co-creation.. … …to self reliance 2. Do we have good practice in outreach and having local communities as co- creators? 5. Are we covering the transitions? 4. Are we connected to the needs of working life and having business as co-creator? 3. Are we tapping also into informal skills of the people and having education as co-creator? 1. Are we really co- creating with the people? 6. Do we have follow- up to secure our results? 7. Are we covering the whole cityscape? From fragmentation to integration: A cityscape approach to policy development
