(i.e., Delphi Method, Analytical Hierarchy Process, etc…) Identify benchmark candidate(s) for calibrating LCP and inserting real cost. Using Cost Estimating Manual For Pipelines to quantify labor/equipment estimates and develop a +/-50% cost estimate for route alternatives.
