Call information Construction of new Infrastructures – preparatory phase Funding scheme: Combination of Collaborative Projects and Coordination and Support Actions. Special ‘Guide for Applicants’ ( Call INFRA Specially dedicated to EPOS Commitment letters from governmental agencies crucial Not a scientific research project! Notes: Project helps EPOS to reach the ‘technical, legal and financial maturity required to enable the construction work to start’. This call is the first and, probably, last chance (for long) to realise EPOS. An unsuccessful Preparatory Phase project results in removal from the ESFRI roadmap!.

Activities to be included in the proposal Support actions (100% coverage) – Legal work – Governance and logistical work – Strategic work – Financial work RTD actions (50 – 75% coverage) Coordination Actions (100% coverage)

Support actions Support actions: legal work - Setting-up, construction and operation of the RI - Draft agreement, ‘signature ready’ document for set-up and construction of the RI Support action: governance and logistical work - Plans (decision making), management structure, advisory body, IPR, access rules, etc - Planning (timing, resources) staff recruitment for EPOS - Organisation of logistic support for researchers, including informatics, etc

Support actions Support action: strategic work - Socio-economic impact EPOS -.’Harmoniously’ integration EPOS to related RI in EU development - Create and consolidate ‘centres of excellence’ and/or regional partner facilities - Best possible site EPOS (less relevant in distributes RI) - Planning research services provided on international level Support action: financial work - Financial arrangements construction, operation, decommissioning of EPOS -Study new mechanisms, pre-commercial precurement processes, search for new and innovative financial solutions by authorities to fund the RI

Research and Technological Development actions RTD action: technical work - Draft engineering plans - Prototypes for key tecnologies and implementation plans for transfer from existing prototypes to new RI. - Technical work to ensure users to exploit EPOS efficiently from the start - including introduction of new processes and software. Note: Informal information (EC project officers, Similar projects)  Technical work is relatively small part in the proposal and needs a very clear call-related motivation.

Coordination actions Coordination action: - Networking, coordination, general meetings, dissemination Project Management: - linking together all project componenents - maintaining communication with all relevant stakeholders Note: Informal information (EC project officers, Similar projects  Coordination actions should engage all relevant stakeholders, i.e.country representatives, provisional EPOS management, etc. beyond those in the consortium
