43rd CGSIC2 Goals of Action Plan  To ensure that GPS fulfills its potential as a key element of the nation’s transportation infrastructure  To ensure that the vulnerabilities identified in the report do not affect the safety or security of our transportation system

43rd CGSIC4 Action Plan Elements Vulnerability Mitigation  Maintain adequate backup systems  Continue modernizing GPS with DoD  Continue spectrum protection  Improve interference detection

43rd CGSIC5 Maintain adequate backup systems All modes currently have adequate back up systems Conventional systems cited in all modes Confirmed by Task Force Study Even “conventional” systems are subject to change – must insure alternate sources of positioning information Vulnerability Mitigation

43rd CGSIC6 Continue modernizing GPS Multi-phase effort to be executed over the next 15+ years Principle objective of modernization is additional coded civil signals Key elements include a new 2 nd signal on the L2 frequency (L2C) and new 3 rd signal on the L5 frequency for use in safety of life applications First satellite (GPS IIR-M) with the L2C signal planned for launch in 2005 First satellite (GPS IIF) with the L5 signal planned for launch by 2006 Vulnerability Mitigation

43rd CGSIC7 Continue spectrum protection Vulnerability Mitigation Work continues through the Interdepartment Radio Advisory Committee Point of agreement between the U.S. and European Commission (EC) on development of new GPS and Galileo signals DOT actively engaged in the President’s Spectrum Policy Initiative

43rd CGSIC8 Improve interference detection Vulnerability Mitigation FAA working on fixed-site test bed - LA, Chicago, NY  Monitors GPS RFI affecting aviation  Supplemented by mobile assets  Reactive – within 24 hours  Chief asset remains pilots Areas warranting further investigation

43rd CGSIC9 GPS Civil Receiver Enhancement  Certify safety-critical GPS receivers  Develop receiver standards with industry Action Plan Elements

43rd CGSIC10 Certify safety-critical GPS receivers GPS Receiver Enhancement Aviation - Receivers have always been certified Maritime SOLAS amendments came into force on 1 July 2002 Covers all navigation equipment for ships, including Marine GPS / DGPS receivers U. S. Coast Guard is Maritime Safety Administration under SOLAS and has established an interim approval program USCG Intends to propose federal regulation to establish a permanent approval program

43rd CGSIC11 GPS Receiver Enhancement Develop receiver standards with industry FAA regulations impose aviation GPS receiver standards SOLAS program established standards for maritime receivers

43rd CGSIC12  Emphasize Education Programs  Conduct periodic outreach  Send letters to industry, State/Local DOTs  Work with GPS Industry Council Action Plan Elements Risk Awareness

43rd CGSIC13 Action Plan Elements Future Direction  Develop 2003 Radionavigation Plan  Make decision on the future of Loran-C  Complete intermodal capabilities assessment of radionavigation systems

43rd CGSIC14 Future Direction Develop 2003 Federal Radionavigation Plan “roadmap” – ID future mix of Radionavigation systems Prepared final DRAFT document Sent out for DOT POS / NAV EC coordination – Currently resolving formal agency comments – Final Step – unresolved issues may need to be elevated to a higher level for resolution prior to Secretarial signature

43rd CGSIC15 Future Direction Make decision on future of Loran-C FAA technical report assesses ability of “enhanced” Loran to meet maritime Harbor Entrance and Approach (HEA) and aviation Non- precision Approach (NPA) requirements – due to OST by end of March 2004 Separate Volpe Center study addresses benefit to cost ratio - due end of January 2004

43rd CGSIC18 Summary Action plan is being implemented – More work to be done Infrastructure Protection will be a continuing issue
