TÜV SÜD Industrie Service GmbH Determinations with regard to a JI track 2 Nairobi, 14 th November 2006 JI-SC side event at COP/MOP Thomas Kleiser TÜV SÜD Industrie Service GmbH

TÜV SÜD Industrie Service GmbH Excerpt from Reference List (JI) Locations: - Bulgaria - Czech Republic - Estonia - Hungary - Latvia - P oland - Romania - Russia - Slovakia - Ukraine Main project types: - renewable energy - energy efficiency - fuel switch - landfill gas - agriculture - afforestation - coal mine methane - N 2 O

TÜV SÜD Industrie Service GmbH Accreditation under CDM Experience (actual status): JI: determination of around 35 JI projects (10 in Ukraine; 9 in Russia) verification (started) of around 10 JI projects 2 Projects currently published at JI-SC; 4 more expected for publication in the next two weeks

TÜV SÜD Industrie Service GmbH Experiences in the determination of JI projects

TÜV SÜD Industrie Service GmbH Project types: Project types: - - Rehabilitation/Improvement of district heating networks and power plants - Coal mine methane utilization projects - Cogeneration - Energy Efficiency - Fuel Switch to Biomass - Animal waste management system – methane utilisation - Renewable energy (wind and hydro power) - Cement projects

TÜV SÜD Industrie Service GmbH Experiences from determination of JI-projects Positive: - well-developed PDDs already in the initial phase of validation - in most cases good data basis - high standard in technical planning and technical solutions - in most cases development of a project-specific methodology - very complex projects (bundle of measures in on project) - well-developed monitoring concept

TÜV SÜD Industrie Service GmbH Experiences from determination of JI projects More critical: - In some cases limited understanding of “additionality” -International accepted values (IPCC) not always applied -Problems in defining project boundaries correctly and to include all emission sources - Changes of project measures during project lifetime - Changes in the monitoring plan (missing sensibility what a JI project means) -Limited local stakeholder process -Not all “JI-documents” in English available -LoA

TÜV SÜD Industrie Service GmbH Resumee and Expectations Resumee: - Nearly all JI projects determined by us can or could run under Track 2 and are able to fulfil the requirements set up by the JI-SC -In some cases major adjustments will be necessary; also experiences from CDM should be considered in the baseline concept and monitoring plan. -Problem: Early projects

TÜV SÜD Industrie Service GmbH Resumee and Expectations Expectations: -Individual project and country-specific approach for baseline and monitoring concept should be accepted also in cases when a CDM methodology is available -Smooth, transparent registration process. -Stable rules! Avoid setting up a bureaucratic framework, -Trust the (applicant) independent entities! -Exchange of experiences between invoveld parties (JISC, IE, project developers, investors etc.) at least every six months
