When the primary scrambling code has been identified, the Primary Common Control Physical Channel (P-CCPCH) will be detected and the UE is able to read the information on the BCCH. Master / System Information Blocks EUS/WR/AE Jul 22, 2005 Master / System Information Blocks The UE reads the system information on the BCCH when the following events occur: UE is powered up UE changes cell in Idle mode or in state CELL_FACH UE is informed of a change of System Information, when the UE is in Idle mode or state CELL_FACH UE moves from dedicated mode to common mode Timer expires for SIBs Master Information Block System Information Block 1 System Information Block 3 System Information Block n The SIBs contain all information necessary for UEs to work properly in both Idle and Connected mode Each SIB contains different kinds of information Each SIB has its own repetition period (sibxRepPeriod) The MIB has a fixed, predefined repetition rate equal to 80 ms Regularly broadcast to the UE on the BCCH. It contains parameters related to functions such as Cell Selection and Reselection, Measurement Management, Location and Routing Registration, Handover, and Power Control. The MIB is transmitted according to standardized scheduling parameters. A UE is always able to find the MIB on the BCCH and to get the scheduling information for the other SIBs RAN Feature Presentation

In addition, reconfiguration of system parameters, change of repetition rate for a SIB, and change of start position will trigger an update procedure. When the system information is modified, the RNC sends the modified SIBs to the RBS. Subsequently, the RBS broadcasts these SIBs on the BCH. If the System Information update is fail than RNC may attempt the new request information to the RBS for the Cell. RNC request update set by the parameter updateCellReattsNo Once the max. number of reattempt is reached cell is blocked. The MIB has a fixed, predefined repetition rate equal to 80 ms, corresponding to an 8-SFN period. The UE reads the system information on the BCCH when the following events occur: The UE is powered up. The UE changes cell in Idle mode or in state CELL_FACH. The UE is informed of a change of System Information, when the UE is in Idle mode or state CELL_FACH. The UE moves from dedicated mode to common mode.
