ADOT Road Safety Assessment Program Presented to NACOG Technical Subcommittee December 4, 2013

What is an RSA ? A Road Safety Assessment is a formal examination of user safety of a future or existing roadway by an independent, multi- disciplinary team. Proactive Field observation - day, night, peak, off-peak Multimodal - peds, bikes, ADA, transit, trucks, etc. Identify causes of driving errors Consider influence of adjacent facilities Focused on substantive safety

RSA Process Road owner(s) submits request - and-construction/traffic/traffic-safety/road-safety-assessments and-construction/traffic/traffic-safety/road-safety-assessments Team is assembled RSA is conducted Formal Findings Report sent to owner(s) Owner(s) submits written implementation plan

RSA Application

4E emphasis Mitigation measures address crash "triggers" Mitigation measures include: Engineering Education Enforcement Emergency Response Crash “Triggers”

Haddon Matrix

Substantive Safety

Emergency Response

Holistic approach RSA Findings : reflect consensus of review team consider confounding issues: Feasibility, economic efficiency, affordability, practicality, political/institutional acceptability, legal compatibility, consistency, etc. focus on road user interaction address Human Factors and Human Behavior issues address roadway environment factors address observed conflicts and crash patterns improve safety of all road users

Risk Assessment

Risk Assessment

Risk Assessment

RSA Findings Infrastructure, user, and vehicle issues are addressed Education Media PSA’s TSS, DD Classroom Enforcement Spot Speed DUI Check Points Target Campaigns Engineering Geometric Operational Maintenance Emergency Response Communication Training Equipment 4E Countermeasures

RSA Report Documents the results of the RSA Identifies and prioritizes safety issues Includes suggestions for improvements

Response Letter Prepared by the road agency (with possible input from designer) for each safety issue, identifies what action will (or will not) be taken with a brief explanation Becomes part of the RSA record

RSA Benefits Proactive Holistic Independent Systematic Low cost Thorough
