CONURBANT - IEE/10/380/SI RESULTS: 54 Towns signatories of Covenant of Mayors : 25 SEAPs developed in the following towns: 22 SEAPs approved by Local Council (political approval)

CONURBANT - IEE/10/380/SI WP5 SEAP IMPLEMENTATION Trainee Municipalities and Conurbation towns commit to the local implementation of actions in order to reduce CO 2 emissions, energy savings and use of RES; The actions are not funded through the CONURBANT Project; Implementation of actions will be monitored using indicators decided in SEAP development; Each Trainee Municipality and Conurbation towns will implement at least 2 actions within the first year after finalisation of their SEAP – 3 most relevant actions will be analyzed and selected in corelation with the best financing tools;

CONURBANT - IEE/10/380/SI WP5 SEAP IMPLEMENTATION Analyzing financial oportunities for financing selected actions – using existing guidelines and financial posibilities; 5 out of 8 trainee Municipalities will finalize a proposal and apply for funding – ELENA Facilities – minimum investment triggered of ca. 75 miliona Euros/municipality Partnership total investment for at least 375 milion euros. Trainee Municipalitie will involve Conurbation towns in the investement plans;

CONURBANT - IEE/10/380/SI WP5 Tasks Task 1 Selection of most relevant actions and planning Leader ARAD Will be selected the 3 most relevant actions to be implemented within the first zear after finalisation of the SEAP, based on: - feasebility and financind opportunities; - cut of CO2 emission foreseen; - relevance to the local/municipal Strategy; Technical support will be provided.

CONURBANT - IEE/10/380/SI Task 2 Search for funds and ELENA Facility Leader TIMISOARA Municipality + SOGESCA + PADOVA Municipality -Tutoring Municpalities support Trainee Cities and Trainee Cities their Conurbation towns in the search. -Regional and National Supportng Structures will be contacted for oppinions and help to find financial solutions to facilitate investments in CO2 emisiion reduction, energy efficienncy and local RES using ; -POSIBILITIES: Market Based Instruments, PPP, loans, Guarantee mechamism, Use of insurance services, ESCOs, Carbon Funds and carbon credits, Equity investments funds in vendure capital funds, Green investment funds, Public funds (local, regional, national), structural funds, EU level funds;

CONURBANT - IEE/10/380/SI Task 3 Leader: ARAD Municipality Implementation of at least 2 actions and proposals within the first year after the finalisation of the SEAP, funded throught different funding sources; Peer-to –peer guidance by Tutoring Cities and Trainee Cities, that will play a key role in their Conurbation towns. If the case of small Municipalities, the implementation of actions will be realized bz involving more thant one town; RESULTS of the actions will be monitored and reported by the end of the project and evaluated against the indicators selected in each SEAP;

CONURBANT - IEE/10/380/SI OUTPUTS Set of financial opportunities shared in each partner territory Selection of 2 relevant actions in each Trainee Municipality and Conurbation town – 96 actions; At least 2 actions /Municipality implemented in the first year after the publication of the SEAP; Monitoring of resuts by the end of the project in all Municipalities (WP6); An average of 7.5 milion Euros investments per consortium triggered by the end of the project; At least 5 proposals to the ELENA Facility to develop invenstemnt plans for at least a total of 375 miliona Euros;

CONURBANT - IEE/10/380/SI STEPS: Setting up the SEAP Management Team from employees (public servants) of the municipality administration (if this has not been done already) – Mayors Decision and Local Coucil Decision if local councillors are involved; Completion of the job descriptions with new tasks in terms of responsibilities and duties for the coordination and implementation of measures and actions of SEAP: Developing procedures for processes or operational procedures, as appropriate, to implement and monitor measures and actions in the implementation of the SEAP; Opening a data collection sheets for the implementation of measures and actions, specifying the responsible person, the reporting period of the degree of implementation;

CONURBANT - IEE/10/380/SI STEPS Communication – internal and external; Internal communication (management bodies of the sites and activities, interdepartmental exchange and dissemination of information, etc.) External communication (information for the broad public, education and training of personnel, public debates and consultations with the target groups). Dialogue with local public is needed, since it may help to achieve a change in the attitude and behaviour of all stakeholder groups and individuals on energy-related issues.
