We will present information about the APH instructional materials and devices available to students in California.

JACK O’CONNELL State Superintendent of Public Instruction 3 OUR MISSION The mission of the CSMT is to make learning resources and learning environments accessible and meaningful to students with disabilities.

JACK O’CONNELL State Superintendent of Public Instruction 4 CSMT and APH? CSMT is responsible for the Federal Quota funds distributed by the US government to the legally blind in California. We record and verify all census records, distribute the funds, and account for money spent on APH products.

JACK O’CONNELL State Superintendent of Public Instruction 5 ACT TO PROMOTE THE EDUCATION OF THE BLIND In 1879 Congress passed the Act to Promote Education for the Blind. APH was designated the organization to develop, produce, and distribute educational materials for blind students.

JACK O’CONNELL State Superintendent of Public Instruction 6 APH FUNDING Each year Congress allocates an amount given to APH. States are required to conduct an annual census to determine the number of qualified legally blind students. This number is divided by the amount allocated, and that money is sent to the states.

JACK O’CONNELL State Superintendent of Public Instruction 7 EX-OFFICIO TRUSTEE Each account for APH has a trustee overseeing the funding allocations. These trustees also serve on the APH board to make recommendations and to advise APH of the needs of blind students.
