Promoting Space Technology based Tools and Applications in Governance and Development Shashi Shekhar, Secretary, MoWR, RD & GR 7 th September, 2015, New Delhi Theme - Water Resources  Ministry of Water Resources, River Development & Ganga Rejuvenation  Ministry of Drinking Water and Sanitation  Department of Animal Husbandry, Dairying & Fisheries  Ministry of Tribal Affairs  Water Resources, Govt. of Tamilnadu 1

PresentRoad Map Water Resources Information System (India- WRIS) created To setup National Water Informatics Centre for collection, collation, storage and dissemination of integrated information Assessment of water resources in 2 river Basins (Brahmni-Baitarni and Godavari) completed. Nearly 23% additional water assessed To take up integrated water resources assessment for all 20 river basins 3D Aquifer mapping integrating ground water information with satellite derived spatial layers under NAQUIM Project for GW budgeting (8.89 lakh sq.km) To complete aquifer mapping of lakh sq.km by 13 th Plan GW resource assessment and identification of sites for recharge 2

PresentRoad Map Flood Forecasting at 176 stations using satellite based real-time communication systems To add 100 more stations for Flood forecasting. Flood prone areas (~ 10 Million Ha) of the country mapped using satellite data. To develop Decision Support Systems (IMD- QPF, DEM and river discharge) for providing information on flood forecast and flood inundation to concerned Authorities 3 Sabari River (Godavari Basin)

PresentRoad Map 103 AIBP projects monitored for Irrigation Potential Created. To monitor 46 ongoing Projects during 12 th Plan for funding decision. Plan to assess Irrigation Potential Utilised – decision support for PMKSY Ganga Mission Periodic water quality maps for different stretches Geospatial data sets being developed for water quality monitoring To identify critical river bank erosion sites and their causes To assess the health of the flood plains 4

Achievements 4,898 Hydro-Geomorphological Maps (Ground Water Prospects) prepared covering entire Country – – Tubewell drilling success rate increased from 60% % – Pinpointing correct locations for ground water recharge structures and production wells. Roadmap National Geo-Database – to disseminate digital data to States. To update HGM maps with water quality layer and non- spatial Integrated Management Information System (IMIS) data Feasibility assessment (DEM) of water supply grids/ projects including water distribution network 5

 Sustainable Management of Fishery resources: Potential Fishing Zone information (Marine) Water bodies and ground water prospects mapping Weather assessment, forecasting & Forewarning Real time monitoring & tracking of fishing vessels  Land use maps for fodder lands for animal husbandry and dairy. 6

Expected Outcomes Potential Fishing Zones would lead to additional harvesting of 5-10 lakh tonne (approx) of Fishery Resources. Reduction in fisherfolk casualties - Estimated deaths of fisherfolk / one lakh annually due to fishing related accidents. Check violation of international Maritime Boundary Line by fisherfolks. A total of 325 Indian fisherfolks are detained (April, 2015) in foreign jails in 3 countries namely, Bangladesh, Iran and Pakistan. Reduction in Fodder deficit from 35% to 20%. 7

Challenges Remote locations and dispersed populations, lack of connectivity and sustainable livelihood; absence/shortage of teachers & vocational training centres Present Use Mapping of water bodies done in 107 out of 168 districts with 25% or more ST population for use in fisheries and micro-irrigation By using space technology, Tripura State has become net exporter of fisheries. Sites for potential water bodies mapped - Pilot in Raigada District Odisha Bhuvan applications developed and 850 officials trained in tribal areas of 23 States Road Map Satellite connectivity - distance learning / vocational training and telemedicine Mapping of water bodies, Soil, landuse/landcover, infrastructure etc. 8

9  Detailed water resources assessment for 17 major river basins of the state  Assessment of Groundwater Potential, Quality and Artificial Recharge Zones in all 385 blocks - 46 blocks improved from Over Exploited to Semi Critical  River Linking Projects: Tamiraparani-Karumeniyar-Nambiyar rivers to benefit parched areas of composite Tirunelveli district  Inventory and UID for each irrigation structure and developed Tank Information System for locating extinct water bodies and their restoration.  Soil and Watershed atlas prepared - prioritisation for implementation of IWMP, WGDP, HADP Road Map  Command area assessment and development of DSS for water resources  Web portal “TN-GIS” being created for data collection (spatial and non spatial), collation and dissemination Current Usage GW level in Thiruchencode block

10  All water and water related domain databases available with ISRO (different layers), IMD (Rainfall data & forecast data), CWC (discharges), CGWB (Ground water) and other central ministries/ departments like Drinking Water & Sanitation, MoES, MoA, MoRD and States be made available through a common platform.  Different States and Central agencies may draw upon such common resource and develop their own applications.  Extensive Capacity building for effective utilization.
