Works Carried out On the basis of chapters for which screening was completed in 2006 Transportation Policy Competition Policy Right of Establishment and Freedom to provide Services Free Movement of Capital Intellectual Property Rights It was decided to carry ot impact assessment study in a total of 8 areas in chapters above. Out of these 8 areas, in just “1” area, an impact analysis study could be carried out.

Problems faced during studies EU membership process, conjunctural changes, Lack of political, accordingly senior bureaucratic support, Insufficient information about the study to be carried out, insufficient administrative and technical capacity, Shortcomings in the in-house and interinstitutional common working culture, Lack of participation, Common standards with which impact analysis will be carried out were not identified in a clear and informing way, Lack of adequate and reliable statistics, Lack of financial resource to be used for procuring services which may be needed in studies from time to time

Current Status 2009 Programme:Annex to Council of Ministers Resolution no. 2008/14200 Measure No: 224 Impact analysis studies will be carried out within the framework of accession negotiations. “Impact Analysis Guidelines will be prepared for the impact analyses to be carried out with the aim of identifying the economic and social impacts resulting from the harmonisation in areas where it is possible to come across with difficulties during harmonisation to acquis, areas will be identified and studies will be started.”

Current Status 22 January 2009 Chapter coordinator sent a formal paper to the institutions about identifying subjects/areas where it seemed to be useful to work in cooperation with other institutions during impact assessment. About100 subjects/areas found useful to carry out impact assessment for were proposed by institutions. 16 February 2009 A paper signed by Mr. Egemen BAĞIŞ, Chief Negotiator.
