What is Medical Research?

Basic Research Investigations into the structure and function of living systems at the molecular, cellular, and organismal levels – often without clear immediate application

Clinical Research Continuum of studies involving interaction with patients, diagnostic clinical materials or data, or populations, in any of these categories: disease mechanisms; translational research; clinical knowledge, detection, diagnosis, and natural history of disease; therapeutic interventions including clinical trials; prevention and health promotion; behavioral research; health services research, including outcomes; epidemiology; community-based and managed care-based research.

Health Services Research Cost and effectiveness of medical interventions Financing, organizations and delivery of health care services

How Congress Views Research

"You have heard about people in the Federal Government who want more and more and more for their agencies. We have nicknames for them…. I hate to say it. The NIH is one of the best agencies in the world, but they have turned into pigs, pigs. They can't keep their ``oinks'' closed. They send a Senator down here to argue as if they are broke.." Senator Pete Dominici (R-NM), March 11, 2004, Congressional Record, page S6270.

"The argument that science funding is a long-term national investment does nothing to set scientists apart [from other special interests]. All that sets you apart is that scientists are the only group that thinks it's making a unique argument." House Science Committee Chair Sherwood Boehlert (R-NY), at a 15 March workshop at Brookhaven National Laboratory, from Science, April 2, 2004.
