SPECIFIC OBJECTIVES OF THE PROGRAMME Reducing isolation of border areas by improving cross- border accessibility Environmental sustainability and safety in the border zone Synergies and co-operation in the economy Managing common cultural heritage to promote cultural values, traditions and to develop tourism Intense cultural, educational and research interaction

Creating joint structures by maximizing cross-border impact Strengthening Hungarian-Serbian bilingualism in the eligible area Ensuring equal opportunities for the underprivileged population Creating sustainability HORIZONTAL OBJECTIVES OF THE PROGRAMME

FIRST CALL FOR PROPOSALS-KEY DATA Reference number:HUSRB/0901 Financing source:IPA Launched: 29 September 2009 Submission deadline: by post (registered mail) 31 December 2009 to the JTS (Submission in person/courier service by 18 December 2009, 3:00 PM to the JTS) Total available amount: EUR Project duration:minimum 6 - maximum 18 months

CROSS-BORDER PARTNERSHIPS Projects shall be implemented in partnership, having a Lead Beneficiary and at least one cross-border partner. Roles in the partnership: –Lead Beneficiary – LB (with overall responsibility for the project) –Project Partner(s) – PP –Associated Partner(s) – AP (Max. 3 AP, no funding) Limitations to the partnership: Max. 5 PP in addition to the LB and max. 3-3 partners from both countries.

WHO CAN APPLY? Each Lead Beneficiary and Project Partner have to: be non profit making be legal persons established by public or private law have direct responsibility for the preparation and management of the proposed activities, not acting as intermediaries and in case of the LB have their headquarters or a registered regional/local branch in the eligible area, while in case of PP have their headquarters or a registered regional/local branch in the eligible area or in the adjacent regions Organisation type: Local government, Budgetary organisation of a local government, Associations of local governments, Public body, Budgetary organisation of the central state budget, Development agency, Non-governmental organisation, Church, Foundation, Non-profit company

SOURCES OF FUNDING Total available IPA to be applied for: EUR IPA funding is maximum 85% in each project The remaining 15% is financed from national sources: state and own contribution, depending on country of origin and type of institution: Serbian partners: 15% own contribution Hungarian partners: 5% own contribution + 10% state contribution central state budgetary organs are not required to provide own contribution – 15% state contribution State aid rules to be respected

ADVANCE PAYMENT Two types of advance: 1.IPA funding: 15% of total IPA by project automatically after the conclusion of Subsidy contract for Hungarian and Serbian PPs/LBs –Calculated among PPs according to their share of the total IPA support in the project –LB responsibility for transferring of IPA 2.National state contribution: as a 100% advance automatically after the conclusion of Subsidy contract for Hungarian PPs/LBs

IMPORTANT FEATURES OF THE PROGRAMME The Lead Beneficiary principle The LB principle is a basic requirement in all operations financed from the Programme. The LB - the only direct contact between the project and the joint management bodies of the Programme. Rresponsibility of the LB- to create a well working consortium among the PP based on a partnership agreement. Cross-border Impact Joint projects with real cross-border effect - project results should have impact on both sides of the border. The joint co-operation criteria 4 J: joint planning, staffing, financing and implementation of projects. Public Procurement The public procurement in the whole area of the cross-border Programme, will be carried out according to the contract procedures for EC external actions.

Projects should: Be designed to solve problems. Focus on designing and making decisions before writing the proposal. Founded on common understanding of problems with defined stakeholders. Be led by demand. Projects should not: Be developed only to attract funds. Focus only on writing a proposal for funding. Have stakeholders who were not active in designing the project. Be driven by the donor and technical supply. PROJECT DEVELOPMENT

Projects should: Be designed through identifying objectives as solutions to problems. Have clear objectives that have clear output/result indicators that can be verified. Focus on long-term and sustainable benefits. Follow the rules for implementation, with adequate documentation Projects should not: Be activity focused only. Have an impact that cannot be verified. Have only a short-term focus. Be documented in an inconsistent way. PROJECT DEVELOPMENT
