Presentation transcript:

Periodic Training Directive states two objectives:  Periodic training shall be designed  to expand on, and to revise, some of the subjects referred in section 1 of Annex I.  to update the knowledge which is essential for the work of the driver, with specific emphasis on road safety and the rationalisation of fuel consumption.

Periodic Training Two models in Europe  A fixed combination of mandatory and optional courses  France: All 5 days mandatory  DK: 3 days mandatory, 2 days optional  NL: Mandatory: 7 hours rational driving  Only optional courses, chosen from a list of approved courses  What if a driver only chooses courses, which is essential for his work?

Periodic Training Handbook page 85  Recommendation of Safe EU Driver  Suggested mandatory modules  List of optional courses  List can be much longer

Periodic Training Other questions  Are individual driving lessons (eco-driving) mandatory?  Recommended by Safe EU Driver project  Different standard = different costs.  Unequal competitions?  Minimum course length: 7 hours  Problem in e.g. Sweden: Big distances to training centres. Drivers arrive afternoon – have 4 hours and 3 hours next morning.

Periodic Training Other questions  Can ADR refreshing be a part of PT?  Different opinion throughout Europe  Can e-learning be a part of PT?  When asked, Commission said no  Recommendation: Only if identity of driver under training can be guaranteed  Is a final test allowed?  If a driver do not pass a final test, he is not allowed to drive  Most of us do not want a decisive test

Periodic Training Approved training centres  Directive text unclear: In order to be approved a training centre  must be able to offer both initial and periodic training  can be approved for either initial or periodic training  Difficult question – different conditions among EU nations  Directive text Annex 1, 5.2.3: The programme of instruction must cover the subjects in the list in section 1.

Periodic Training Implementation of Periodic training Two models for drivers when to attend:  Totally free within a 5 year period  = total chaos! Every driver will wait till last year  Almost 10 years can pass between PT  Impossible for training centres to cope with  Drivers attend training after criteria:  When driving license expire  Not all countries have expiring driving licenses  After driver’s birthday

Periodic Training The future  We need a common minimum standard for periodic training  Present situation is creating unequal competition  Should include mandatory individual eco- and defensive driving  The report of 2011, mentioned in Article 13, should also focus on Periodic Training
