1 Olympic Support Equipment Presentation to HAC 29 April 2010

2 Purpose To discuss the ANS infrastructure put in place for Olympic support –ongoing needs –possible redeployment To solicit your views on the way forward

3 Olympic Equipment Installed to support both aviation operational and security requirements during the Olympic period Olympic website, Air Security Operations Coordination Centre (ASOCC) and Vancouver Area Control Specialities were closed down effective 12 March 2010.

Olympic Equipment Installations 32 Sea to Sky MLAT sites 10 PAL sites Abbotsford, Boundary Bay, Mt. Parke, Bowen Island, Alice Lake, Black Tusk, Alta Lake, Pemberton and Surrey ACC (2) 2 ATIS sites Bruce Peak and Black Tusk 7 Weather Camera sites Pemberton, Rutherford creek, Whistle Muni, MSC Radar, Garibaldi, Cheakamus Canyon and Squamish

5 Weather Cameras Weather Camera located at MSC Radar site must be relocated –Propose redeployment to Function Junction, BC Propose retaining the following WX cameras at their current location –Cheakamus Canyon Tower –Whistler Municipal Heliport –Garibaldi Tower –Squamish Airport –Pemberton (stays as part of the Digital Aviation Weather Camera project) Remove –Rutherford Creek

6 PALs (Communications) Retain in current location –Abbotsford –Boundary Bay –Bowen Island Remove and Store –Mt Parke –Alice Lake –Black Tusk –Alta Lake –Pemberton (Relocate VOTER system to Bowen Island) –Surrey ACC (2)

7 MLAT Sea-to-Sky Was required for lower level surveillance of Olympic traffic Airspace is normally uncontrolled or Class E but was made Class F for Olympic period Pre-Olympic airspace structure reinstated and Olympic VTA withdrawn

8 MLAT Sea-to-Sky VR ACC is not manned to monitor this airspace Operational requirement to provide surveillance does not exist –Design of existing ACC sectors is based on current airspace structure –Little ongoing traffic in Sea-to-Sky corridor Retention of the MLAT would require extension of current 32 land lease arrangements at significant cost –Lease arrangement due to expire 30 June 2010

9 MLAT Possibilities for redeployment Other potential opportunities to redeploy sensors in British Columbia –4 additional sensors to augment Vancouver Harbour MLAT system –6 sensors to address existing surveillance gaps and improve coverage in the Langley and Pitt Meadows Control Zones Other potential sites for redeployment would be subject to a positive business/safety case. Potential relocation sites include: –Kelowna/Penticton, BC –Sioux Lookout, ON –Fredericton, NB

10 Other ATIS –Remove and store Bruce Peak Black Tusk System Hardware –Redeploy in the Vancouver ACC IIDS Workstations ETMS Workstation

11 Summary Retain or Relocate within BC Lower Mainland –5 weather cameras –3 PALs –10 MLAT sites –All System Hardware Remove and Store –1 weather camera –4 PALs –2 ATIS –22 MLAT sensors
