Cargo Security David Fielder: FAPAA Security Advisor FAPPA ECM SINGAPORE 4/5 JUNE hrs hrs

EU Latest SECURE FREIGHT ICAO SECRETARIAT WORKING GROUP ON SUPLLY CHAIN SECURITY AMENDMENT 12 TO ANNEX % SCREENING EU AND 100% SCREENING WHAT IS NEXT AFTER 100% SCREENING

UPDATE: Europe Authorized Economic Operator (AEO) Number of certificates issued: 2145 Details: AEO-C (customs):398 certificates AEO-S (security):74 certificates AEO-F (full):1673 certificates Additional Comments! > Limited Benefits and Rejected Applications

UPDATE: Europe Aviation Security > New implementation regulation 185/2010 > applicable 29th April 2010 > Recruitment - pre Employment check > Training (28 different staff categories) > European Database regulated agents / known consignors > applicable as from 1st June 2010

UPDATE: U.S.A. Airfreight  2007 Democrats law : all cargo aboard passenger flights is to be screened by August  Mar 5, 2010, Gale Rossides, (TSA's acting director) :100 percent air cargo screening two years away on passenger airplanes into USA.  Gale Rossides recognized the biggest challenge is getting co-operation from the 20 overseas countries from where nearly 85 % of all cargo comes.  TSA hope to ensure 65 % of cargo on international flights is screened.

1 st meeting: ICAO Secretariat Study Group on Supply Chain Security - Malta Dec > Review amendment 12 to annex 17 clarification on terms and concepts > Review of relevant guidance material on threat and risk assessment material by IATA and GEA (Global Express Association) > Discussion on strategic development of supply chain security resulting recommendation: ICAO Facilitation and AVSEC Panels should work closer together currently AVSEC is working on ANNEX 17 and FAL is working on harmonization and implementation on Air Cargo Security in supply chain

The TSA which has brought out this ruling is doing so to meet the 100% screening mandate as placed in law in the USA under the 9/11 Act in 2007 No one including carriers is happy with what the TSA has done. There is absolutely nothing that can be done by the carriers if they wish to keep flying to the USA with PAX aircraft and belly cargo. The TSA have recognized as a result of the worldwide outcry by various global organizations that there is a need to circulate some public language providing a non-SSI summary. MSP change 12 w.e.f. 1 st May 2010

Responses to FIATA Concerns over SFP IATA's position regarding audit/validation and registration/certification is that these decisions will be made by, or at the direction of, participating states - not by IATA. IATA is unlikely to associate itself with audit/validation registration/certification undertaken by other industry associations, or to endorse their standards, SFP is still developing but likely to include a model national secure freight program to be made available to participating states to write into their national legislation

Singapore: The Authorities want to ensure that agents (RCA) handling the transportation of cargo are able to make a distinction between known and unknown shippers. In order to meet the criteria to be a known shipper, the shipper must ship at least 3 times in the last 12 months, with at least 1 shipment in the last 6 months with the same RCA. Thereafter the shipper only needs to ship once every 6 months to maintain its status. The status is not transferable within RCAs. Shippers possessing STP, CTPAT Tier 2 & 3 or TAPA A & B certification can be recognized as a known consignor by any RCA.
