LARC OVERVIEW/ TECHNICAL PRESENTATION Hope Venus NTTS Project Manager

If we don’t capture and process the inventions resulting from NASA R&D, it would be difficult to measure it, market it, distribute it, form partnerships and help “improve life here” "Every day, in an astounding variety of ways, American lives are affected positively by our Nation's investment in NASA. Such fields as agriculture, communications, computer technology, environment and resources management, health and medicine, manufacturing, transportation, and climate modeling have benefited greatly from NASA-derived technologies." -Sean O'Keefe, Administrator of NASA. What we do is important

NTTS Current State CF/SQL Next Step!

Summary NTTS began as a 4 th Dimension (4D) “state of the art” enterprise architecture solution when developed and deployed due to the following considerations: Agency-wide deployment Requirement for Center unique database Requirement for Agency (cross-Center) view of data Requirement to support Mac and PC platforms NTTS has been operational Agency-wide for 8 years facilitating a wide user base and continued improvements on systems capabilities. New Industry Standards, Best Practices, Program re-engineering, security considerations and initiatives (One NASA, eGOV) require the TechTracs System to be converted (or replaced) from the current 4D architecture. This will yield a usable, web-based, centralized, streamlined system allowing for maximum interoperability between other NTTS modules and outside entities where necessary. Currently eNTRe, TechFinder and KIMS is web-based (CF/SQL). eNTRe was deployed (CF/SQL) in October 2004.

2000: NPD established NASA TechTracS (TTS) as the “single repository for these Agencywide technology commercialization metrics” 2002: FAR supplement issued referencing eNTRe 2003: NTTS Project Plan approved (with three Thrusts). Thrust 1 (Continuing support, Operations and Maintenance of current tool) eNTRe (CF/SQL V 2.0 ) TechTracs (4D/Autoagent – V 3.8 recently upgraded to 4D 2003 ) TechFinder (CF/SQL V 3.4) KIMS (CF/SQL V 3.4.5) Background 1997: Code R Associate Administrator, Robert Whitehead, establishes NASA TechTracS as the "Agency-wide commercial technology management system".

–Thrust 2 (Conversion to web-based architecture for sustainability) Ongoing: –Patent Statistics (Detailed Design Document review in progress) –Web Awards (Detailed Design Document review in progress) –TechTracs Web-based Account Management (Detailed Design Document review in progress) TechTracs: –Gathering Processes –Usage Study –Thrust 3 (New Enhancements) SW Release (4D Web-based system to be released in December) CMS Integration (Requirements Gathering) eNTRe Release 2.1 (Requirements Gathering) In discussions with Homeland Security and External Affairs for usage of NTTS Background

“NASA provides an interesting role model of how an online external database can stimulate business prospects for USG, and has produced a full featured software package, Technology Tracking System (TechTracS), available online. It is the recommended software for both internal and external databases” Page 2 “The Technology Tracking System (TechTracS) was develop at NASA and appears to be the most fully functional intellectual asset management system on the market.” Page 24 How we measure up Note: Report was a study of NASA TechTracs (not commercial product)

Maintainable Cost effective Usable (common web interface utilizing web cgi, standards, user roles driven) Tool driven enforcement for consistency where needed – for desired output (enforcing “Standard Business Rules/Processes”) Minimize dependencies/risks Single Sign-on We Have a Vision Centralized (single server farm location) Consolidation (single DBS location, source optimized for performance, easily transportable “sharable”) Streamlined Tool reflects new business processes/vision Remove functionality unnecessary, not utilized or not in line with BP/Vision

In order for NTTS to be effective, we must: A Need For Change Centralize, Consolidate and Streamline Convert to an IT Industry Standard, Best Practices solution (One NASA, eGov) Adjust tool to meet new Business Processes (spin-in) Partner with our Stakeholders for continued support and funding Maximize the OCIO (services and direction) for future investments Success

INTRODUCTION TO NTTS Total Small Business Set-Aside Cost Plus Fixed Fee with Indefinite Delivery/Indefinite Quantity Task Orders Five (5) Year Contract – 2 year basic with one 1-year option and one 2-year option

EVALUATION FACTORS Factor 1—Mission Suitability –Technical Approach –Management Plan –Safety and Health Factor 2—Cost/Price Factor 3—Past Performance

PROCUREMENT INFORMATION Selection to be based on Best Value where Mission Suitability, Cost/Price, and Past Performance are of equal importance, however, all evaluation factors other than Cost/Price, when combined are significantly more important than Cost/Price Intent is to award on initial offers without discussions

PROCUREMENT INFORMATION All references submitted in response to the Past Performance Questionnaire may be contacted by NASA. Please insure that this information is accurate and complete

PROCUREMENT INFORMATION Office space and furniture will be provided on-site at LaRC for contract performance The Government will provide equipment (as listed in Exhibit A for the use of the Contractor) All on-site LaRCNet connections will be provided by the Government
