HIA and the use of urban health indicators City experience in the field: Lecce has not direct experience in using HIA for developing its city regeneration strategies. Expectations: Our expectations as regards the implementation of HIA is connected to the creation of a useful toolkit for urban planning and regeneration policies related to citizenship health. BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN

Policies and actions for an healthy and active ageing City experience in the field: Various actions have been undertaken by the Municipality of Lecce for the benefit of elderly people: - meetings between representatives of eldery people (Pensioner Unions); - a targeted reduction of taxaction (es. Abolition ICI for the first home); - creation of the service Vigili nonni (surveillance outside of schools); - the opening of social centres in the outskirts; - home assistance for social needs which includes home services – personal care assistance, assistance and support for house keeping matters, assistance for transfer to local facilities; - introduction into specialized and legally recognized facilities; - Promotion of psycho-physical wealth through various personal service as well as support, integration, and socialization activities. Policies and actions for an healthy and active ageing [ BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN Needs and challenges: A challenge to face for our city is sure that to not only program in unitary terms the coordination of the associate-sanitary services in the city area but also in the Area Vasta. Another important challenge regards the definition and performance of a plan pilot for AMBIENT ASSISTS D LIVING - innovative technologies for the emergency, the HEALTH, and the improvement of the quality of the life of eldery people in domestic atmospheres. To such purpose, in the within of plan WELFARE, it has been constituted a narrow work group for the deepening of the promoted idea from the Institute for Microelectronics and Microsistemi IMM - CNR.

Policies and actions for an healthy and active ageing [ BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN Expectations: Our expectations as regards this issue and the implementation of BHC is connected to be part of a transnational network. We are interested in using best practice to develop our action in these issues.

Healthy places and healthy environment City experience in the field: Over the last few years Lecce has planted new trees and Mediterranean vegetation in the newly developed squares; recovery of the central park (the only green area in town); the realization of a biking and jogging lane in the periphery; green planting in a wide area connecting two separate sides of the stadium neighbourhood; parking areas (development plans aimed at easing he traffic and developing common area sfor public transportation); security: institutionalization of the neighbourhood security which collaborates with the regular police; regeneration of peripheries (es. Sport facilities of local churches are being developed in order to create more socialization spots); tailored public compaigns have been organized in order to boost the separate items collection for recycling waste; [ BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN

Healthy places and healthy environment Needs and challenges: Some peripheries could be considered unhealthy part of our town becouse there are numerous problems there: the absence of green areas, street cleaning, neighbourhood safety, absence of socialization spots, enviromental protection and elimination of polluting factors. In addition one of the problems that few yars ago was not considered is the LOCALIZATION OF ELECTRIC PILLARS. Indeed, based on the original city building structure, these pillars were originally located on the external boundaries of the town centre and therefore did not create any issue concerning the traffic flow and citizens health. Now, also thanks to the development of residential and non residential areas, the situation appears to be completely different and the new expanded neighbourhood now happen to incorporate the areas where these pillars were located. [ BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN

Healthy places and healthy environment The local municipal administration find itself in a position in which has the moral obligation to tackle these issues in order to safeguard citizens health. This can be done through the elimination of such old- fashioned technological elements which continue to create dangerous electromagnetic fields. This objective can be met by laying the high voltage cables in the underground through a project which should involve the collaboration of the energy companies in charge as well as of the local public entities (i.e. ASL, ARPA, etc.). Healthy places and healthy environment Expectations: Our expectations as regards the creation of a Local Action Plan in relation to these issues is mainly to be part of a transnational network. We are interested in using best practice to develop our action in these issues. Use of Structural Funds in actions aiming at developing health gains City experience in the field: The so called POR (i.e. Regional Operative Program) is the document useful for the planning of the usage of Structural European Funds complemented by the ones granted by the Ministry of the Economy and Finances as well as the ones granted by the regional authority (i.e. Regione Puglia). Thanks to the opportunities offered by the European financings, Puglia has started and completed numerous initiatives which foster the development of the local economy and would allow at the same time to play a leading role in the international economic arena. POR PUGLIA AXIS V Cities, local administration and quality of life MEASURE 5.1. RECOVER AND REQUALIFICATION OF URBAN SYSTEM. The measure 5.1 is aimed at reinforcing the urban system of the region, valorising factors of competition, through a greater integration of interventions, a strong institutional, economic, social partnership, the involvement of the private sector in project funding, and the promotion of consolidated experiences of governance and planning. The project aims at improving the functions and the quality of urban systems through the improvement of economic, administrative and social conditions, so that enterprises and new initiatives can develop in the urban areas, with particular attention to environmental issues. [ BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN

Use of Structural Funds in actions aiming at developing health gains Needs and challenges: The goal is to reinforce the citizens dimension at the European and national level and to develop an administrative action to fulfil the strategic objectives put down in the EU economic and social cohesion policy (in accordance with the goals defined in Lisbon and Goteborg). In this way, the Municipality of Lecce, playing as partner within a network, can aim at realizing sustainable growth in a more competitive territory.
