EU directive; Energy Performance Building Directive recast (EPBD) 2010/31/EU s/epbdrecast pdf Main changes to original 2002 Directive:  Article 5 Calculation of cost-optimal levels of minimum energy performance requirements  Article 9 Nearly Zero Energy buildings : (a) by 31 December 2020, all new buildings are nearly zero- energy buildings; and (b) after 31 December 2018, new buildings occupied and owned by public authorities are nearly zero-energy buildings ads/epbdintroduction2011.pdf

Article 5 - Cost Optimal??? ‘Member States shall calculate cost-optimal levels of minimum energy performance requirements using the comparative methodology framework established in accordance with paragraph 1 and relevant parameters, such as climatic conditions and the practical accessibility of energy infrastructure, and compare the results of this calculation with the minimum energy performance requirements in force.’ Article 5: definitions (2)

Cost Optimisation Domestic Retrofit Comparison of current regulations (2010) and cost optimal level oads/uk-cost-optimal en.pdf

A9: Nearly Zero Energy Buildings??? ‘nearly zero-energy building’ means a building that has a very high energy performance, as determined in accordance with Annex I. The nearly zero or very low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby; Article 2: definitions (2)

EU directives – EPBD recast cont… Other main changes to original 2002 Directive  Article 9 (1) National plans for increasing the number of nearly zero-energy buildings. oads/united-kingdom.pdf

Welsh Building Regulations…  New Part L of the Building Regulations (31 July 2014) requires reductions in emissions of 8% for new dwellings & 20% for non- domestic buildings.  Review of Code/BREEAM/TAN22 - What could be addressed through planning guidance and/or Building Regulations? [Code is now defunct in England]  TAN22 (Sustainable Buildings) Planning Policy is now defunct  New TAN12 (Design) incorporates TAN22 aspects  Part L 2016 review (Zero Carbon 2016 or/and ‘Allowable Solutions’?) sustainable-buildings-research-en.pdf 31technical-advice-note-12-en.pdf

On-site LZC tech. or connected heat Allowable Solutions or next change to Part L Wales or both? Zero Carbon/Nearly Zero Energy Allowable Solutions - Zero Carbon/Nearly Zero Energy Part L 2014 Part L 2016?

Allowable Solutions – New build choices: 1. Do it all on site 2. Pay for specific improvements to existing buildings (e.g. retrofit installations), renewable heat or energy schemes 3. Contracting with a third party for them to deliver carbon abatement measures 4. Making a payment to a fund which invests in projects which will deliver carbon abatement on their behalf with a fixed carbon price (per ton)

SustainCo: overview (April 12 – March 15) Sustainable Energy for Rural Communities, (SustainCo for short), aims to support the ambitious European vision for the energy performance of new buildings: that by end of 2020 they should all be Nearly Zero Energy Buildings (NZEBs). By…

SustainCo: aims 1) Increasing the visibility and understanding of the NZEB philosophy, – ‘Toolkits’ and ‘Advice Line’ 2) Showcasing ‘Good Practice’ examples 3) Capacity building activities for example TODAY! 4) Supporting rural projects towards implementation of energy efficiency and renewable energy 5) Expanding the Covenant of Mayors initiative with a particular focus on rural regions

2) Good Practice Case Studies Of the five UK case studies:  3 new build / 2 retrofit  4 housing / 1 non-housing  2 social housing / 2 private housing / 1 public building  1 self-build  1 prefabricated  3 Welsh / 2 English developments

One the Orchard  New build family home  Self-built by husband & wife architects using local labour  Very high levels insulation  Solar PV, solar thermal, biomass heating, water harvesting, large areas of glazing, energy monitoring  EPC rated ‘A’ (92)  EPC CO 2 rated ‘+A’ (104)!  23.6 kWh/m 2 /yr

The Green House  Retrofit family home  Design & build by local architects using local labour  Higher levels insulation  Solar thermal, biomass (& mains gas) heating, water harvesting, large south facing glazing  EPC rated ‘B’ (82)  EPC CO 2 rated ‘B’ (83)  39.4 kWh/m 2 /yr (estimated)

Glan Gors  x 4 New build social houses  Pre-fabricated (‘volumetric’) off site & delivered to site by lorry in 4 sections  (Very) airtight and high levels of insulation  (Very) robust construction details & low thermal bridging  Solar thermal, MVHR system  EPC rated ‘B’ (81)  EPC CO2 rated ‘B’ (86)  60.2 kWh/m 2 /yr

Rocks Green  91 new build social houses  District biomass heating & hot water system  Higher levels of insulation  Robust construction details to reduce cold bridging  Eco-homes rated ‘Excellent’  EPC rated ‘B’ (81)  EPC CO 2 rated ‘A’ (91)  119 kWh/m 2 /yr (low ‘carbon’ not necessarily low energy!)

Garwnant Visitor Centre  Retrofit & new build public multi-function centre  District biomass heating  Higher levels of insulation  Low-e lighting  Solar PV (pending)  High-head hydro (pending)  Commercial EPC rated ‘B’ (currently)  kWh/m 2 /yr (figure for whole site not just buildings)
