Reed Early, CESO-SACO for 2040 Planning Group, GAMLP Oct 2012
Comparison IMPRESSIVE 36 Indicators SIDIG daily tracking 4 indexes and one comprehensive IGM BUT ROOM FOR IMPROVEMENT
My questions to consider Use of investigation and statistics for planning is in process of change at GAMLP What is the culture of change here? What is a good example of recent change? Who are leaders (champion) of change? What are the obstacles and roadblocks? Consider these at every opportunity.
Performance Reporting Key Aspects according to me 1. Logic Model (see example) 2. Public participation and consultation (see Guide) 3. Developing Relevant KPI’s (see Guide) 4. 8 Reporting principles (See guide and examples) 5. Performance Reporting based on standards Will elaborate on these
1. Logic model of Program (See example) Know your program and how it works Activities and their purpose Theory of change How it actually follows the Logic Model What do you call this?
2. Public participation and consultation) (see Guide) 1. Determine who decision-maker is, pending decision and who is affected. 2. Decide if public participation should be used. 3. Determine issues related to decision for those affected. 4. Determine level of public participation decision-maker needs and what to consult on. 5. Determine public participation methods best suited to needs of participants. 6. Determine how public participation supports the decision. 7. Determine how results are to be used.
3. Developing Relevant KPI’s (see Guide) 1. Refer to your purpose and priorities 2. Link to your activities and outcomes 3. Influence your decision making 4. Include benchmarks for comparability 5. Are meaningful & useful to stakeholders How do yours compare?
4. Reporting principles (See guide) 1 Explain the public purpose served 2 Link goals and results 3 Focus on the few, critical aspects of performance 4 Relate results to risk and capacity 5 Link resources, strategies and results 6 Provide comparative information 7 Present credible information, fairly interpreted 8 Disclose the basis for key reporting judgements
5. Performance Reporting Based on Standards (examples – scorecards, dashboards, traffic lights) Based judgement on below standard, met standard, exceeded standard Exemplary (model examples) Easily recognizable Use include reachable goals Just and Fair comparators What is your experience with these?
Performance Reports here Good use of graphic charts, bars, pies, histogram Inserted photos (good graphics department) Very excellent mapping and GIS Dense text – (lack of whitespace?) Colour coordination (usually)
Performance Reporting here My questions: Do you monitor the distribution ? Have you consulted the intended audience? How do you assess their utilization? Does medium (books, CD, pamphlet) match the need? Have any of the 36 indicators exceeded useful lifespan? Does the presentation sophistication exceed the audience? What are the crucial questions to you?
