Payment Gateways – what do we mean? Does it mean: Single payment engine to handle any individual payment made to a government agency, or Single gateway to pay a whole of government account?  UK has adopted the former. Very difficult to do the latter because of legislative changes, need to re-engineer business processes, changes to accounting procedures, other e-government priorities. Plus many users do not want it, ie prefer to keep their government affairs separate.

Gateway Key Functions authentication and authorisation – ensures users are who they claim to be and have the right to access a specific service or set of services single-credentials – so that users can have one user ID and password, or a digital certificate, for use with all online public services messaging – guarantees the reliable delivery of documents and messages (C2G, B2G, G2G) integration – offers reliable delivery of standards-based information into the connecting organisation, including the option for customised local integration into existing systems and applications security – compliant with EC recommendations on use of Common Criteria product and UK-specific high levels of security payments  Debit Cards, Credit Cards, Direct Debits  pan-Government commercial deal with BACs based on pan-Government volumes alerts  SMS and notifications

BACs BACs is owned by the some of the major UK and European clearing banks and building societies. One of the world's leading and most successful organisations providing electronic funds transfer, handling financial transactions such as Direct Debits, BACs Direct Credits, Standing Orders and other interbank payments. BACs is a not-for-profit, membership-based, industry body, responsible for the processing of five billion payments a year with over 80 million on a peak day. Government Gateway links into and uses the BACs services.

Authentication & Authorisation The Registration and Enrolment Engine:  owned by Government  provides users with a single sign-on credential for use across all online government services  Gateway supports both UserID/Password and digital certificate authentication  users can set up their credential and services: directly on the Gateway UI via portals (preferred method)  supports multiple levels of authentication: unauthenticated authenticated with UserID/Password authenticated with Digital Certificate  provides a web services interface for portals and applications to use
