Geneva 5-7 April CSIS Strategy Session

Purpose of the meeting CSIS Strategy Session, 5-7 April 2011 To establsih a global-regional-national infrastructure with acapbilities and linkages for operationally sustainable production and flow of information To develop an implementation plan for the CSIS component of GFCS

Attendance Global Producing Centres (GPCs) and other global centres WCRP Coupled Model Intercomparisson Project (CMIP) WCRP Cordinated Regional Climate Downscaling Project (CORDEX) Existing and potential Regional Climate Centres (RCCs) RCOFs Climate Prediction Centre, USA National Climate Data Centre (NCDC), USA NMSs of Armenia, Australia, Pakistan, Serbia

Timelines as proposed by HLT By end Complete an organisation building phase, including establishment of a secretariat to support the Framework and necessary management and executive (technical) committee structures. By end Facilitate access to improved climate services globally in four priority sectors (agriculture, disaster risk reduction, health and water). By end Facilitated access to improved climate services globally across all climate-sensitive sectors. Involve at least eight United Nations entities and participate in at least USD 250 M of climate-related development projects

Targets to provide climate services Preliminary assessment of Members capacity : – 37% (70) providing minimal to basic services (category 1) – ~30% (56) providing essential services (category 2) – ~21% (39) providing full services (category 3) and – ~13% (24) providing advanced services (category 4) Target for capacity after 10 years implementation: – ~ 3% (6) providing minimal to basic services (category 1) – ~34% (64) providing essential services (category 2) – ~39% (73) providing full services (category 3) and – ~24% (46) providing advanced services (category 4) 64 Cat 1 To Cat 2 56 Cat 2 To Cat 3 22 Cat 3 To Cat 4

Training Basic scientific and technological education and training In-service training Training in developing and delivering climate information and services Training in communication with users Training of trainers in the use of RCC and GPC products ….as many as 2100 new staff with climate competencies, and increasingly specialized climate skills, will be needed to fulfil the promise of the GFCS as opportunity and demand grow

Infrastructure (1/2) GPCs to expand into areas of data, monitoring and CC and provide access to NMHSs Support establishment of RCC – Climate Data Management – Climate monitoring – Climate Prediction – Climate projections Establish principles of operation (through GDPFS like) WIS compliance of CSIS elements (GPCs, RCCs and NMHSs)

Infrastructure (2/2) Strengthening of NMSs – Climate Data Rescue – Infrastructure for downloading high resolution datasets including reanalysis, hind cast, proxy and paleolithic data – Climate Services Toolkit – Climate projections products in close collaboration with Universities Interaction with users – Communication with national stakeholders (NFCS) – Communication with users (NCOFs) – Scientific publication Supporting activities to mitigate and adapt to climate change

Quality Management Presenting the case for appropriate legal provisions Homogenization of GPC and RCC products Setting standards for climate service products Setting Operational procedures Guidance on operational practices
