4 HRTC - Meeting Minutes - July 2012 Welcome by Steve Frolik  Video of hybrid motor Presentation by SNC’s Chris Grainger – Corporation and Dream Chaser Work  Questions and answers Introductions and Sign-in Meeting minutes from last year HRTC Overview  Roster consists of 28% International, 11% Government, 23% Industry, 17% Small Business and 20% Academia  35 members, 10 international, 0 associate members (students)  Anyone who wants to become a member must submit an application 2012 HRTC Subcommittees – Steve shows Organization Chart  Scott wants to step down from Membership and Awards  Terry Whitmore volunteers for Membership and Awards Activities  Han organized 9 sessions (39 hybrid papers) and gives thanks to Brian for his help HRTC Accomplishments in 2011/2012  Student HRTC – Ashley discusses topics and presenters for Student HRTC

Treasurer, Jeff Michlitsch  Last year $380 balance  Donations based on short course and book held in separate account, balance ~$9000  Another deposit of ~ $2000 shortly Education  Joe Magdalani discusses short course – 1 st time, $25000; 2 nd time, $22000  First time, Joe and Arif donated $5k each, 2 nd time $2k each  International student body  Won NSF Grant – GOALI predicts acoustic wave dynamics in solid and hybrid motors Meeting Conferences and Publications  Han’s Report - #papers and sections’  Everything going as normal, keep Han posted before deadlines  If need an extension to submit paper, request goes through three people  If need to re-upload paper, Anne has to approve  Arif thinks the system works well – Anne responds quickly (Joe wants to be able to edit himself with no human intervention)  Brian Evans mentions online App for best paper selection  Arif says to talk to other session chair to submit Best Paper and Best Student Paper by forum

HRTC Metrics  Steering Committee meeting in June – want to nomiante Marty for service award  Han states that AIAA needs 4 nominees for Service Award  Arif thinks that is unreasonable – need to talk to AIAA  Looking up change to awards – need minimum of 3 valid award nominations from all of AIAA  Han states that nominators and selectors must be different  Joe suggests sub-committee for each  Confusion – AIAA awards are required to have 3 nominations – Probably doesn’t apply for TC awards HRTC Goals  Acquire new members – Steve to send out request to attendees  Continue HRTC Steering Committee  Organize TC paperwork – Arif will forward to Steve  Hybrid Course in 2013  Best Papers  Organize sessions for 2013 in San Jose, 2014 in Cleveland  Next year will have ITAR session at combined conference  Joe discusses new models – Record talks and charge for downloads and/or present talks via remote link (software readily available)  Steve states that JPC may have a smaller conference added to it, but Han does not think so  Marty volunteered to submit Aerospace America article, inputs due by 1 st September

Congressional Visit Day  Marty knows about it (some time in the Spring)  Scott describes the process (basically, present to Congress as a group to secure funding) Proposals to obtain funding for projects – source of money from AIAA and TC Liaisons to other TC’s  Solid Propellant - ?  Space Systems – Tony Whitmore  Ken Kuo –  Han - Upgrade AIAA Memberships  Joe and Marty tried.  Joe volunteered to try again. Let him know (Member – Senior Member – Associate Fellow – Fellow (Fellow is not easy)) Website (  According to Steve, has not been touched in 11 years  Must update website, but Joe does not want professional maintenance fees  Arif suggests professional for first build, then have TC update  Volunteers for website committee – Joe?, Steve will help as needed, Han also  Joe says Brett may funnel some of the $20K for building website.

Panel Discussion at 2013 JPC  Some ideas: Testing standards, burn rate measurement, nozzle erosion, etc.  Should we have a panel or not?  Scott states that 9 sessions and panel is a bit much, others agree  Arif says that desire for standards was having a common burn rate measurement method so discussion was easier  Safety panel at Student meeting End of Business Arif talks about SPG Thomas Curtiss talks about Aerospace Corp’s hybrid work No other business

16 HRTC - Activities  We continue to work AIAA P&E Metrics (matrix attached). Recent improvements include: –E1. Professional Short Courses Joe has a periodic short course. This metric is complete. –E11. Student Awards (Graduate or Undergraduate): TC sponsored Award or Scholarship sponsored through the AIAA Education Foundation Reinstated in –E13. Lifetime Achievement: TC sponsored award to recognize lifetime achievement that has significantly benefited the industry Wyld Propulsion Award received by Dr. Kuo in 2011 –E14. AIAA Service: TC sponsored award that recognizes continuous and exemplar service supporting TC and other AIAA activities over an extended period of time –C1. AIAA Liaisons: We have members on the ABP and SR TCs. Are there others?  Need to improve the following areas: –E14. AIAA Service Award: The HRTC board has selected a nominee and is submitting nomination to AIAA Where does this stand?
