Financing Relief Efforts By Herbert Clark Hoover (1931)

Facts About Herbert Clark Hoover  He was born August 10, 1874 in West Branch, Iowa  His father was a Quaker Blacksmith  Grew up in Oregon  And was orphaned at an early age  Graduated from Stanford University as a mining engineer  Married Lou Henry his Stanford Sweetheart  Moved to China and became one of China’s leading engineers

 After moving back to the United States he was appointed head of the Food Administration by President Wilson  Served as Secretary of Commerce under Presidents Harding and Coolidge  He achieved international success as a mining engineer and a humanitarian  His term of presidency was  Hoover became the scapegoat for the depression  Died October 20, 1964 in New York City

Main Points  “This is not an issue as to whether people shall go hungry or cold in the United States. It is solely a question of the best method by which hunger and cold shall be prevented.” The best way to solve the poverty and hunger in the United States Government Charity will leave the American people dependent  “Once this has happened it is not the cost of a few score millions, but we are faced with the abyss of reliance in the future upon government charity in some form or other.”

Self-help is the answer for the American people  “The basis of successful relief in national distress is to mobilize and organize the infinite number of agencies of self-help in the community.” Herbert Hoover’s audience was the people of the United States. Audience

Significance of the Speech in History  The significance of the speech in history was the faith Herbert Hoover had in the American people. Hoover Believed with the help of independent charities the Americans had the ability as a nation to rise above the effects of the depression.

Questions for Thought  Was Herbert Hoover less generous with American people because America as a nation had a reputation of independence and perseverance to uphold? Or was Hoover genuinely concerned with America becoming dependent on the charity of the government?
