Basic Security Clearance Information

Acronyms e-QIP- Electronic Questionnaire for Investigation Processing BCA- Bureau of Criminal Apprehension OPM- Office of Personnel Management CCF- Central Clearance Facility SCI- Sensitive Compartmented Information JPAS- Joint Personnel Adjudication System SMO- Security Management Office

Investigation Types ENAC- Entrance National Agency Check NACLC- National Agency Check, Local Check Secret PR- NACLC Periodic Reinvestigation SSBI- Single Scope Background Investigation SBPR- SSBI Periodic Reinvestigation PPR- new, shorter SBPR

Investigation Information NACLCs are good for 10 years from the date the investigation closes SSBIs are good for 5 years Continued Eligibility- When a soldier’s expired clearance is immediately valid after submitting a new one only if the soldier did not have a 2 year break in service Reciprocity- DoD will give reciprocity even if clearance was submitted by another branch or federal department

STEP ONE INITIATE REVIEW Security clearance manager must initiate the soldier’s PSQ before the soldier can begin to enter information COMPLETE APPROVE

STEP TWO INITIATE REVIEW After soldiers are initiated, they can log into the e-QIP website to complete their SF86. COMPLETE APPROVE

Opening a SF86 Go to http://www. opm.gov/e-qip Verify there are 3 If not go to: Tools > Internet Options > Security > TLS 1.0 Tools > Internet Options > Advanced Tab > Sites > type www.opm.gov > Always Allow > OK Click “Try Tests Again” Verify you see 3 Click “Continue”

Logging into eQIP Golden Questions The questions will be: Mother’s Maiden Name, Year of Soldier’s Birth, & City of Birth (unknown)

Logging into eQIP Golden Questions After answering the Golden Questions for the first time, it will ask for the soldier to create new questions. These questions are the standard; do not use any other questions! What is your mother’s maiden name? What was the year your mother was born? (4-digit) What is the name of the county you were born in? (Ex answer: “hennepin” not “Hennepin County”)

Common Errors City, State, Zip codes required for all addresses! Clarify debt status (DATES!) include payment plan if debt is still pending Use “Additional Remarks” section or make memo Spouse information (SSN, separation date) Alcohol Record Provide if soldier went to treatment Any packets that have derogatory information should have a commander’s memo included Male Selective Service Number missing “Have you ever been charged or convicted…” juvenile records are not sealed! Signatures must be less than 120 days old

STEP THREE REVIEW INITIATE After the soldier has completed his/her SF86, the unit security manager will review for completeness. COMPLETE APPROVE

Reviewer Gets a Notification The reviewer does not need access to notifications Reviewer will receive packet from soldier and can go to the soldier’s “Person Summary” page in JPAS.

Reviewer Decides Soldier Needs to Revise SF86 Reviewer contacts soldier to revise Soldier will log back in, make any changes, and prints SF86, signature pages, and certifies answers

Fingerprint Cards DO NOT DO DO NOT fill out EVERY field in the fingerprint card. In the “Reason Fingerprinted” field, DO NOT write “SECURITY CLEARANCE” In the name field, DO NOT abbreviate the soldier’s name DO NOT write the soldier’s civilian employer’s address in the “Employer and Address” field. If soldier has aliases, DO NOT forget write them in the “Aliases” field. (L, F M) DO fill out every field that is filled in, in the following example. In the “Reason Fingerprinted” field, DO write the level of clearance being requested. In the name field, DO write the soldier’s FULL name. It MUST match the SF86. If soldier does not have a middle name, DO write “NMN”. DO ensure the POB on the fingerprint cards match the SF86

Interims, Appeals, SF312

Interim Security Clearances Interim Secret Done by reviewing SF86 and Police Records check Granted by DIV/State Doesn’t expire until the investigation is adjudicated Interim TS-SCI Granted by CCF after the investigation is opened Can be granted in 2-3 months

Appeals- Secret Interims If Division decides to deny an interim, a memo is sent to the unit The unit can then send Division an appeal This is a memo either from the commander or a leader stating something similar to “Although I do not condone his actions, he’s a good soldier and has learned from his mistakes”. DIV will then send a copy of the appeal and SF86 to State

SF312 Classified Information Non-Disclosure Agreement Agreement to Not Disclose Classified Information Sent with Security Clearance Packet to quicken the process Grants access to soldiers who have a an interim or a favorably adjudicated clearance

e-QIP Approval Process

STEP FOUR INITIATE REVIEW Once the soldier’s packet has been reviewed, it must be approved by State or Division before forwarding to OPM. COMPLETE APPROVE

Approving State/DIV gets a notification in JPAS that SF86 is ready for approval State/DIV approves (only if completed correctly) and sends signature pages, Fingerprint Cards and any other paperwork to the “e-QIP Rapid Response Team” It will not be approved until the soldier’s FP cards (if applicable) and signature pages have been received!

In Review REVIEWER Initiates soldier Soldier logs into e-Qip using unknown for POB Soldier changes golden questions to standard questions Soldier fills out SF86 Soldier prints signature pages/SF86/certifies SF86 REVIEWER receives packet from soldier REVIEWER goes to Person Summary page and clicks on investigation status REVIEWER reviews SF86 If PSQ needs to be revised, REVIEWER selects “Revise” and “Save”. Soldier logs in and repeats process until revisions are complete. Soldier needs to reprint everything. If compete, REVIEWER selects “Review” and “Save”. REVIEWER send signature pages and FPC (if applicable) to State/DIV State/DIV gets notification in JPAS that PSQ is ready to be reviewed State/DIV looks over SF86 and approves. (PSQ is now sent to OPM.) State/DIV receives FPC/signature pages and sends to OPM via the “e-Qip Rapid Response Team”

The Issues with e-QIP PROBLEM: If a soldier is not in JPAS, you can’t submit them through e-Qip ANSWER: Submit the EPSQ version PROBLEM: Initiators/ Reviewers need to have level 6 JPAS accounts. This requires a Secret security clearance. ANSWER: Ensure your Reviewer is eligible for an interim (to get access quicker).

SORs, Warning Notices, & RFIs

Statement of Reasons (SOR) Whenever CCF is going to deny a security clearance, they will send out an “Intent to Deny” memo Included in the memo is the “Statement of Reasons” (SOR) Explains why the security clearance could be denied Also included is an SOR Receipt The soldier must sign this stating that he is going to respond to the memo or it WILL be denied 10 days to return the SOR 60 days to submit a rebuttal/appeal

Warning Notice Memo from CCF with no response needed States that the clearance has been granted, but any subsequent derogatory info will result in suspension

Reporting Responsibilities Foreign Travel Everyone must do online training TS-SCI clearance holders must also receive a country brief Common Derogatory Reports Positive U/A results DWI Domestic Assaults Criminal charges Over 90 days delinquent on a payment

Reporting Responsibilities Common excuses for not reporting or not including it on SF 86 I was a juvenile and the charge was sealed I wasn’t convicted of a felony The charges were dropped I thought I was supposed to only go back 7 years. THESE ARE NOT VALID EXCUSES!
