UIPI - Union Internationale de la Propriété Immobilière International Union of Property Owners - UIPI CONDITIONS IN EUROPE TODAY Building sector: responsible for 40% of the energy consumption in Europe. Observed increase every year in the energy consumption in EU. Highest rates of increase in Southern Europe due to the rise in the standard of living and the rapid infiltration of air conditioning systems. The implementation of the Directive for the energy performance of buildings is a one-way road.

This is the first step and can be related to the diagnosis a doctor would make for every patient. The next step in order to address the patient’s health issues is to initiate a plan for patient health recovery, a process that is far more expensive than the initial diagnosis.

The implementation of the Directive does not begin with large buildings that consume more energy, but includes small buildings as well.

At least 70% of buildings are without adequate thermal insulation and double glazing, usually owned by older persons, without easy access to bank loans. If owners will remain helpless energy conservation targets will be lost.

Have the excessive monthly salaries of those in power removed their ability to understand citizens' actual financial weaknesses?

The average cost of production of one Kilowatt-hour in Europe is almost 4 cents and it rockets to up to 10 cents during peak times, due to the use of air- conditioning systems. The average cost for the conservation of one Kilowatt-hour in buildings is almost 3 cents. Where is the logic behind the continuous investment in new power stations in order to meet energy demands during peak times and not in energy conservation measures?

UIPI - Union Internationale de la Propriété Immobilière International Union of Property Owners - UIPI CONCERNS ARISE The desired building orientation is not applicable within a city, and the required space for the installation of photovoltaic and solar systems, is not available on existing buildings. Under which logic can the new Directive for the construction of buildings with zero consumption from 2019, which will cover all their energy needs with renewable energy sources, will be applicable?

If we continue to live in a quantum universe of maximalist goals, virtual reality and incoherence, the energy conservation of buildings will be achieved in the next century!
