Additionality in the context of PoA –Summary of Task Group Issues identified in the plenary a)Additionality at the PoA level How to construct sufficient eligibility criteria? How is policy accounted for? Conservative criteria for LDC Standard, best practice, etc. b)Can eligibility criteria be addressed in methodologies? c)A clear role for CME d)How can a typology/distinction be made between PoA types? Measures Policies: new or enhanced enforcement/implementation e)Impacts from changes of policy / other changes in the methodology f)Guidance for validation of additionality & development of PoA g)Best practice guideline for demonstration of additionality of PoA

Proposed Outline - Standard for assessment of PoA additionality a)Clear definition of PoA additionality b)Requirement for a simplified management system for CME c)Eligibility criteria which covers additionality assessment d)Implications for new policies e)Implications of revised methodologies f)Revalidation of PoA Additionality in the context of PoA –Summary of Task Group

A) Clear definition of PoA additionality a)For different PoA types Measures New policy Enhanced implementation /enforcement of existing policy b)Through barrier analysis As per additionality tool/ SSC / Micro-scale additionality As per IPCC policy assessment - Environmental effective - Cost effective - Institutional effective - Distributional effective For Existing policy -Targeted level Vs current level of enforcement c)Through investment analysis Proposed Outline - Standard for assessment of PoA additionality

B) Requirement for a simplified management system for CME Record management, checklist preparation, monitoring reports C) Eligibility criteria which covers additionality assessment Binary check list (easily assessed, unambiguous and complete) If not possible, in the context of a specific additionality assessment, provide simplified additionality assessment at CPA level Typology of eligibility criteria E.g. geography boundary, tech specifications, relationship with PoA requirements, meth applicability, additionality assessment, exclusivity, compliance with host, other PoA specific requirement Proposed Outline - Standard for assessment of PoA additionality

D) Implications for new policies Re-evaluated at the renewal of crediting period E) Implications of revised methodologies Meth is put on hold, eligibility criteria is to be updated and applicable to newly added CPA Otherwise, at the end of crediting period of the first CPA, revise the eligibility criteria as per the revised methodology F) Re-validation of PoA For each crediting period Proposed Outline - Standard for assessment of PoA additionality
